What the FY2027 request buys

Verbatim from the R-2A exhibit for project 3309 of PE 0604270N. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

Continue contractor and government efforts for the development and integration of Common Carriage hardware and software. Perform Common Carriage lab test, developmental test, and prepare for operational test. Continue development and integration of the advanced AN/ALE-47 iASE capability to improve countermeasure techniques developed for improved survivability and aircrew situational awareness. Develop advanced RF decoys to include incremental funding for EMD for Active Expendable Device (AED) and government efforts for developmental and operational test of AED leading to MS C. Perform effectiveness testing for CH-53K to support Common Carriage. Breakdown of test assets follows: AED 50

FY2026 to FY2027 change

FY2026 to FY2027 decrease $11.852M as software development and Computer Software Configuration Item testing complete for both CC and iASE.

Before the request year

FY2026: the year under way

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

Incremental funding for ALE-47 CC EMD effort. Continue contractor and government efforts for hardware, software and support equipment design, development and test for CC. Continue CC implementation for follow-on platforms. Support the development and integration of the advanced AN/ALE-47 iASE capability to improve countermeasure techniques developed for improved survivability and aircrew situational awareness. Develop advanced RF decoys to include incremental funding for EMD contract for Active Expendable Device (AED) and government efforts for development and test of AED. Perform infrared countermeasure (IRCM) Air to Air flight effectiveness testing for P-8 and CMV-22 to support Common Carriage. Breakdown of test assets follows: ALE-47 CC 7ea AED 100ea

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 100% of project 3309's FY2027 request and 32% of PE 0604270N's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
