### Project 4055 — Naval Modular Missile

The Naval Modular Missile (NMM) is the next generation family of surface and sub-surface launched kinetic hard-kill interceptors that serve as a competitive follow-on to the Standard Missile family of missiles. NMM variants align to the Joint Warfighting Concept (JWC), Joint Concept for Fires (JCF), the JCF Supporting Concept Development Guide, and the Joint concept for Joint Integrated Air and Missile Defense (JIAMD). It will provide the US Navy, Joint Force, Allies and Partners with advanced defensive and offensive capability to out-pace the threat. As the effective range, capability and capacity of adversary anti-access/area denial (A2/AD) systems have increased, the US Navy and Joint and Allied forces are at increased risk. Additionally, adversary capacity and expected large raid engagement tactics will demand US and Allied forces increase their platforms' defensive capacity (depth of magazine) or be forced to resupply frequently in the midst of combat operations. The adversary's increased capacity comes with increased capability in the form of highly-maneuverable, complex threats that will stress the current US weapon systems capabilities. The NMM program will tackle all of these challenges through a family of weapons approach. Navy Modular Missile is a new start for FY 2027.

### Project 3092 — Standard Missile 6 Program

The STANDARD Missile 6 Electronics Unit (EU) funding is for the design, systems engineering, analysis, integration, and test of replaced obsolete components. This effort is jointly funded with the Missile Defense Agency for a shared approach to obsolescence and improved capability in defense of the sea base. Initial funding provided for the requirements generation, risk reduction/mitigation, and establishment of development facilities necessary for the commencement of the obsolescence project. The Missile Defense Agency was the contracting office for the risk reduction/mitigation and establishment of development facilities which completed in FY 2020. The USN development effort began in FY 2021, continues into FY 2027 and remains a jointly funded effort with the Missile Defense Agency. This effort will deliver a SM-6 BLK IA Engineering Change Proposal in Q4 FY 2027 to continue production of SM-6 BLK IA Missiles with the Upgraded Electronics Unit, known as SM-6 BLK IAU. SM-6 Systems Integration and Fleet Engagement (SIFE) leverages existing missile technology and advanced missile technology. It aligns missile technology roadmaps across the services (NAVSEA, NAVAIR, USAF, USMC and USA) and missile variants within the services, taking advantage of the Navy's investment in the AEGIS Weapons System (AWS) and Cooperative Engagement Capability (CEC). This program will provide an extended range engagement capability to provide the air superiority and the umbrella of protection for joint U.S. forces and allies against the full spectrum of manned-fixed and rotary-wing aircraft, unmanned aerial vehicles, and land attack and anti-ship cruise missiles in flight.

### Project 2063 — SM-6 Blk IB

The STANDARD Missile 6 BLK IB provides an extended range capability for SM-6 and would provide a key contribution to the protection of Joint U.S. Forces in support of the National Defense Strategy. SM-6 BLK IB addresses valid Joint, Fleet, and Navy Urgent Operational Needs and existing Joint Requirements Oversight Council (JROC)-approved requirements. This missile aligns with the STANDARD Missile roadmap and takes advantage of the Navy's investment in the AEGIS Weapon System (AWS) and leverages advanced missile technology from the SM-6 Family of Missiles and a new 21-inch rocket motor. This program will prototype a new rocket motor in a competitive demonstration effort under a Middle Tier of Acquisition Program. Pending a missile development restart decision, the program will integrate extended range communications into the missile and conduct an extended range demonstration of the SM-6 BLK IB missile under a prototyping effort. Upon completion of the prototyping efforts, the program would transition to a major capability Acquisition program to complete system integration, qualification, developmental testing and operational test.

### Project 0439 — Standard Missile Improvement

"Future Combat System Integration S-Band Radar (AMDR-S) for DDG 51 Flight III ships, with other platforms/Combat System baselines, will include requirements review/updates and analysis, verification; technical documentation, design review and working group Subject Matter Expert (SME) support, missile/radar integration, missile test hardware procurement, risk assessment, safety, test and evaluation planning, analysis, and data collection. Deliverables include interface control documents (ICDs) changes, missile specifications changes, and engineering documents updates to support AEGIS Baseline 10 (BL10) Integrated Program Review (IPR) Process Engineering Development Model (EDM) testing; Combat Systems Engineering Development Site (CSEDS), Moorestown, NJ; Combat System/missile integration testing at Pacific Missile Range Facility/Advanced Radar Detection Laboratory (PMRF/ARDEL) Kauai, HI and Sudbury, MA; Waterfront Integration Testing (WIT) and Electromagnetic Environmental Effects (E3) and Hazard of Electromagnetic Radiation to Ordnance (HERO) testing, analysis, and reports for BL10 DDG 51 FLT III FY 2022-2023; Developmental Testing and Operational Testing (DT/OT), analysis, and reports for BL10 DDG 51 FLT III FY 2023-2024 and Integrated Air Missile Defense Testing in FY 2026/2027. The Standard Missile 2 BLK IIIC (SM-2 BLK IIIC) is a transformation from medium range (MR) semi-active to MR ""active"" capability incorporating the SM-6 Blk I active seeker and delivering improved capabilities against the most challenging Air Warfare (AW) threats. The program was designated an Accelerated Acquisition (AA) program by the CNO/ASN RDA on November 14, 2017. The SM-2 BLK IIIC Middle Tier Acquisition (MTA) program (previously known as accelerated acquisition program) delivered Initial Capability in 1Q FY 2023. The SM-2 BLK IIIC plans to transition from an MTA program into a Major Capability Acquisition (MCA) program for SM-2 BLK IIICU upon approval of the Acquisition Program Baseline (APB). The FY 2023 and 2024 funding allows for the SM-2 BLK IIIC program to transition to a SM-2 BLK IIICU program with integration of the electronics unit upgrade and is being conducted in coordination with the international community via FMS cases. The SM-2 BLK IIIC/IIICU is the primary Anti-Air Warfare (AAW) weapon for the FFG 62 class of ships.

Investing in the development and qualification of a second-source for rocket motors is a critical enabler for expanding the industrial base. This action ensures the sustained production of the Standard Missile 6 (SM-6) family and is foundational to the success of the next-generation Modular Missile program.

## Mission & acquisition strategy

The Department encourages additional vendor participation in the design, development, and production of alternative weapons systems to meet current and future warfighting requirements. With current major weapons systems production at capacity, the nation is looking for alternative systems to fill these gaps. The Department is implementing diverse procurement strategies to enable rapid acquisition. These will include the use of Other Transaction Authorities, 'Marketplace' acquisition platforms, and alternative concepts to increase supply and suppliers in addition to traditional FAR-based procurement strategies.

The Navy's SM-2 BLK IIIC program is an upgrade to the SM-2 Air Defense missile that will ultimately result in active, medium range missiles onboard AEGIS Cruisers and Destroyers. SM-2 BLK IIIC is a rapid prototyping pathway middle tier acquisition (MTA) project that maximizes the reuse of the existing SM-6 BLK I active guidance section with a SM-2 Block III rocket motor while minimizing new hardware and software development work. The SM-2 BLK IIIC Middle Tier Acquisition (MTA) program (previously known as accelerated acquisition program) delivered Initial Capability in 1Q FY 2023.
