The Mitigate System Development & Demonstration (SDD) Project provides the Joint Force the ability to recover from exposure to chemical and biological hazards and quickly return to the fight. Efforts include development of U.S. Food & Drug Administration (FDA) approved medical countermeasures (MCMs) to protect the lives and maintain the battle readiness of the warfighter. Efforts also provide safe, effective MCMs to enable warfighter recovery and return to duty after exposure to chemical threat agents, and reduce logistics needs of decontamination methods with operationally-relevant test methods and allows personnel to reduce Mission-Oriented Protective Posture (MOPP) levels as rapidly as possible. Activities in this project realize considerable efficiencies through cost sharing agreements. ### 3) Countering Emerging Threats Rapid Acquisition and Investigation of Drugs for Repurposing (CET RAIDR)

### 7) Tactical Contamination Mitigation System (TCMS)

**FY2027 planned work.** Award the Phase 3 Prototype Contract for the spray systems that will be utilized during EMD. Initiate and complete Critical Design Review, Manufacturing Readiness Assessment, and Systems Verification Review (SRR) / Production Readiness Review (PRR). Initiate and complete DT/OT, including Iterative Warfighter Touchpoints, Reliability & Maintainability, Packaging, Handling, Storage, and Transportation (PHS&T) testing.

**FY2026 to FY2027 change.** Decrease due to FY 2027 Milestone B Engineering and Manufacturing Development (EMD) activities ramping down as the program prepares for Milestone C Limited Rate Initial Production (LRIP) in FY 2028.

**FY2026 plans — current year.** Milestone B planned 3Q FY 2026. Initiate and complete Manufacturing Readiness Assessment. Prepare contracting documentation for applicator contract(s) in support of DT/OT. Planning for Development Testing/Operational Testing (DT/OT).

### 5) Forward Area Mobility Spray System (FAMS-S) - Aircraft Interior Decon (AID) — NEW START

**FY2027 planned work.** FAMS-S AID is forecasted to enter the Engineering and Manufacturing Development (EMD) Phase at Milestone B as a new variant to the FAMS-S Major Capability Acquisition (MCA) ACAT IV program. Award a competitive request for prototype contracting action and select a candidate technology to mature through the program's lifecycle. Complete a Preliminary Design Review (PDR) to confirm the maturity and technical adequacy of the design and its ability to meet the Capability Development Document (CDD) requirements.

**FY2026 to FY2027 change.** Program/project transitioned to Engineering and Manufacturing Development Phase. FAMS-S consists of three variants; the man-portable, the small scale and large scale vehicle-mounted variants. This exhibit adds a fourth variant to the program, Aircraft Interior Decontamination (AID). The AID variant will enable Special Operations Forces to rapidly decontaminate the sensitive irreplaceable electronics on the interior of aircraft, helicopters, boats, vehicles, or support equipment.

### 1) Alternative Autoinjector Manufacturer Capability (AUTOINJ) - RAD-A

**FY2026 to FY2027 change.** Program/project is entering completion and all activities will be closed. Decrease due to completion of program activities in FY 2026.

**FY2026 plans — current year.** Continuation of device development and engineering work. Support pre-IND FDA meeting responses. Develop clinical and non-clinical study test protocols. Execute atropine drug stability testing. Continuation of drug formulation work.

**FY2025 accomplishments.** Continued device development of atropine autoinjector. Completed formative human factors study for the atropine autoinjector. Selected formulation method with additional formulation activities ongoing. Initiated Technology Transfer activities and continued batch production of atropine. Delivered devices for military feasibility and military usability studies.

### 6) Service Equipment Decontamination System (SEDS)

**FY2026 to FY2027 change.** Program/project terminated in FY 2027. Decrease due to termination of the Joint SEDS effort.

**FY2026 plans — current year.** Joint Service Service Equipment Decontamination System (SEDS) will complete Engineering and Manufacturing Development (EMD) phase activities, to include conducting testing being leveraged by Special Operations Forces (SOF) Critical Equipment Decontamination (CEDS), take delivery of updated Technical Data Package, complete Physical Configuration Audit, and archive data. Program is preparing for orderly shutdown due to termination of effort. SOF CEDS will complete prototype development and retesting.

**FY2025 accomplishments.** Joint Service SEDS continued EMD phase activities to include Laboratory Method Development, Chemical Efficacy contact and vapor testing, Decontamination Enclosure testing, Decontaminant Interoperability, Decontaminant Shelf Life, Power, Protective Equipment Compatibility, and Packaging, Handling, and Transportation Testing. Conducted prototype refinement based on test data to align with Service requirements in Capabilities Development Document (CDD). SOF CEDS received a FY25 BA5 funding realignment to support testing of additional agents of concern for USSOCOM.

### 8) Improved Nerve Agent Treatment System Centrally Acting (INATS CA) - Non-Clinical

**FY2025 accomplishments.** Completed all non-clinical model studies in support of transition to Rapid Access Product in Development (RAPID).
