# 21) Special Purpose Unit Rapid Capability Development and Deployment (SPU RCDD)

**R-2A activity** of project UN5 — Understand (SDD)
**Program element:** 0604384BP — Chemical and Biological Defense Program - EMD
**Component:** Defense-Wide · **Budget Activity:** 5
**Vintage:** President's Budget PB2027

## Summary

This activity requests $15.2M in FY2027, 8.1% of project UN5, up 111% on FY2026. The R-2A exhibit describes it across FY2025–FY2027, including what the FY2027 money is planned to buy.

## What the FY2027 request buys

**FY2027 planned work.** Continue developing, prototyping, and maturing SO-P CB technologies to rapidly equip users with capabilities in response to new and emerging threats and opportunities. SPU RCDD develops multiple SO-P CB products that close rapid response gaps and reduce risk across the Enterprise through high risk / high reward advanced development. Products developed against SPECAT requirements will be leveraged for further development for additional entities within USSOCOM. SPU RCDD aligns to Integrated Early Warning (IEW), Contamination Mitigation (CONMIT), and Individual Protection (IP).

**FY2026 to FY2027 change.** Increased resources seek to balance portfolio requirements after an increase in USSOCOM requirements through SPECAT and DCR processes.

## Before the request year

**FY2026 plans — current year.** Continue developing, prototyping, and maturing Special Operations Peculiar (SO-P) CB technologies to rapidly equip users with capabilities in response to new and emerging threats and opportunities. SPU RCDD develops multiple SO-P CB products that close rapid response gaps and reduce risk across the Enterprise through high risk / high reward advanced development.

**FY2025 accomplishments.** Continued developing, prototyping, and maturing CB technologies to rapidly equip users with capabilities in response to new and emerging threats and opportunities within Understand, Protect, Mitigate, and Enabling commodity areas. Developed Special Operations Peculiar (SO-P) CB solutions for USSOCOM and reduced capability gaps for USSOCOM National.

## Funding

| Fiscal Year | Estimate Type | Amount ($M) |
|---|---|---|
| FY2025 | Actual | 7.0 |
| FY2026 | Enacted | 7.2 |
| FY2027 | Request | 15.2 |

> Prior, current and budget year only — an R-2A activity carries no five-year plan. It sums exactly into its project in the request year and not necessarily in any other.
