What the FY2027 request buys
Verbatim from the R-2A exhibit for project UN5 of PE 0604384BP. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.
Efforts support advanced experimentation activities with joint warfighters to identify chemical and biological (CB) defense capability gaps across the services. FY 2027 efforts integrates software capabilities developed under the CB WEARABLES program line with additional tactical, readiness, and performance monitoring functions. Integrate these capabilities into ground-based U.S. Air Force and Army data movement and management systems used across multiple domains. Develop and integrate decision support tools to enable operational and medical commanders at the wing/brigade and below level to monitor and predict warfighter readiness, performance, and health before, during, and after operations in CB environments.
Funding decrease from FY 2026 to FY 2027 due to cost savings from integrating previously developed Army-Focused capabilities into data systems owned by other services.
FY2025–FY2026: what came before
Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.
Efforts support advanced experimentation activities with joint warfighters to identify CB defense capability gaps across the services. FY 2026 efforts integrates software capabilities developed under the CB WEARABLES program line with additional tactical, readiness, and performance monitoring functions (the CB WEARABLES line integrates software capabilities transitioned from the PM2S program starting in FY 2026). Integrates these capabilities onto additional U.S. Air Force-focused data movement & management systems used across multiple domains and echelons. Develops and integrates decision support tools to enable operational and medical commanders of all levels to monitor and predict warfighter readiness, performance, and health before, during, and after operations in CB environments.
Integrated software capabilities developed under the Physiological Monitoring Sensor Suite (PM2S) program with additional tactical, readiness, and performance monitoring functions. Integrated these capabilities onto U.S. Air Force data movement networks operating across multiple domains and echelons. Developed and integrated decision support tools to enable operational and medical commanders of all levels to monitor and predict warfighter readiness, performance, and health before, during, and after operations in chemical and biological (CB) environments.
Three years, and no five-year plan
An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.
| Fiscal Year | Estimate Type | Amount ($M) |
|---|---|---|
| FY2025 | Actual | 24.7 |
| FY2026 | Enacted | 23.9 |
| FY2027 | Request | 19.8 |
This activity is 11% of project UN5's FY2027 request and 7.6% of PE 0604384BP's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
