What the FY2027 request buys
Verbatim from the R-2A exhibit for project 2474 of PE 0604454N. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.
- Continue DT&E and FOT&E efforts for the Enterprise Air Search Radar (EASR)/Ship Self Defense, including the Plans, Exercises, Targets, and Missiles to demonstrate Flight II combat system capability. - Cybersecurity Test Planning and conducting the manpower and equipment intensive Cyber Cooperative Vulnerability Identification (CVI) and Adversarial Cyber DT&E (ACD) for additional LPD Network Enclaves. - Interoperability Test Planning (Net Ready-Key Performance Parameter). - Commence planning efforts for a Shock Trial event which will either be a Modeling and Simulation (M&S) of a Shock Trial or a Full Ship Shock Trials (FSST). - Overall test support, documentation/plans (TEMP), coordination, and event conduct support. Efforts will also focus on implementation of new GFE/CFE on new construction LPDs: - Cybersecurity risk assessments, validation, and approvals under RMF process for new, modified, or continued fielding of LPD unique systems. - Qualification of systems/equipment such as shock, vibration, and Electromagnetic Interference (EMI) for new systems. - Qualification and validation of various system software. - Study and resolution of emergent items identified under Diminishing Manufacturing Sources and Material Shortages (DMSMS) working groups. - Study and assess ship impact due to aging GFE systems and technology refresh, including Configuration Management and Concurrent Engineering activities. - Provide detail design engineering efforts to include the non-recurring class design change paper development. - Continue Software Support Activity/ Development & Integration for management and evaluation of new/unique LPD HM&E systems, networks, and control systems. - Investigate, test, and develop a solution to existing electrical design issues associated with common mode voltage in the High Efficiency Super Capacity (HESC) variable speed drive (VSD) cabinet and EMI Filter.
FY 2026 to FY 2027 decrease for LPD 17 Flight II is associated with a realignment of Development Test and Evaluation (DT&E) efforts to accommodate updated Enterprise Air Search Radar and Ship Self Defense requirements and schedule.
FY2026: the year under way
Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.
Focus on continuation of planning efforts and begin initial execution for testing in FY 2026-2030: - Utilizing DT Events on LPD 29 to reduce risks for FOT&E Surface Warfare (SUW) testing planned for FY 2028. - Cybersecurity Test Planning and conducting the manpower and equipment intensive Cyber Cooperative Vulnerability Identification (CVI) and Adversarial Cyber DT&E (ACD) for additional LPD Network Enclaves. - Interoperability Test Planning (Net Ready-Key Performance Parameter). - Continue LFT&E modeling and simulation support for Shock Trial Alternative to assess Flight II ship shock hardness and inform corrective design modifications. - Continue DT&E and FOT&E efforts for the EASR/Ship Self Defense, including the Plans, Exercises, Targets, and Missiles to demonstrate Flight II combat system capability. - Overall test support, documentation/plans (TEMP), coordination, and event conduct support. Efforts will also focus on implementation of new GFE/CFE on new construction LPDs: - Continuation of assessment of HERO/HERP for ship, aircraft, and weapons integration with EASR, SPY-6(V)2 and other associated radar-to-ship integration activities for the new radar. - Cybersecurity risk assessments, validation, and approvals under RMF process for new, modified, or continued fielding of LPD unique systems. - Qualification of systems/equipment impacted by obsolescence such as shock, vibration, and EMI for new systems. - Study of obsolescence cases and resolution of emergent items identified under Diminishing Manufacturing Sources and Material Shortages (DMSMS)/Obsolescence working groups. - Study and assessments of ship impacts due to GFE system obsolescence and technology refresh, including Configuration Management and Concurrent Engineering activities. - Continue Software Support Activity/ Development & Integration for management and evaluation of new/unique LPD HM&E systems, networks, and control systems.
Three years, and no five-year plan
An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.
| Fiscal Year | Estimate Type | Amount ($M) |
|---|---|---|
| FY2025 | Actual | 9.7 |
| FY2026 | Enacted | 26.7 |
| FY2027 | Request | 18.6 |
This activity is 100% of project 2474's FY2027 request and 100% of PE 0604454N's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
