## What project 3243 buys

Shipboard Passive Electro-Optical/ Infrared (SPEIR) Block I provide surface ships a common 360-degree EO/IR Electronic Support (ES) capability that will passively find, fix, track, and target current/emerging threats in support of the following warfare missions: Anti-Ship Cruise Missile (ASCM) Defense, Counter-Unmanned Aircraft Systems (UAS), Counter-Fast Attack Craft / Fast Inshore Attack Craft (FAC/FIAC), and Mobility. SPEIR Block I will consist of a passive Wide Field of View (WFOV) capability with a persistent 360-degree field-of-view optical sensors for autonomous detection and tracking for 24/7 situational awareness. SPEIR Block I will also include an enhanced, high-resolution Narrow-Medium Field of View (NFOV) and laser range-finding capability to provide 3D target tracking, identification, and threat assessment. SPEIR Block II will be a future program that will build on the modular open systems architecture of Block I with an expanded spatial coverage envelope and will add the capability for Periscope Detection and Discrimination (PDD), Mine Like Object (MLO) avoidance, networked operations, and full integration with the Future Integrated Combat System. Status of SPEIR Block I Major Milestones: Milestone B completed 3QFY22, and procurement of Low Rate Initial Production (LRIP) Lot 1 Long Lead Material (LLM) (2QFY25) and LRIP (3QFY26). The FY27 budget request supports software upgrades and the associated integration effort, and program testing. Scope also includes LRIP delivery, training curriculum development, commencement of Land Based Testing and continuing the Engineering & Manufacturing Development phase. Additionally, the completion of Modeling and Simulation (M&S) development and maturation, and completion of SPEIR Test and Certification are also planned in FY27. FY26 to FY27 funding decreases are due to the ramp down of developmental activities. Efforts will also include development of capability to integrate SPEIR with the AEGIS Combat System. RDT&E costs are ramping down in FY27 as a result of completion of Integration & Development Test planning, the majority of core software development, EDM material procurements, and all three (3) EDMs are assembled and integrated to support the execution of developmental test events prior to program transition to the Production phase.
