### Project 631 — Joint Energetics Transition Office (JETO)

The FY 2024 National Defense Authorizations Act (NDAA) directs The Under Secretary of War for Acquisition and Sustainment (USW(A&S)) and Under Secretary of War for Research and Engineering (USW(R&E)) to select the Head and Deputy Head of Joint Energetics Transition Office (JETO), respectively. JETO will establish and manage a DoW field activity dedicated to systems engineering associated with energetic materials. Additionally, JETO has been assigned strategic roles, tactical roles, coordination responsibilities, and directed studies. This new joint office is intended to improve the transition of energetic materials and technologies to programs of record. It will also result in cost savings through economies of scale and lower barriers for additional suppliers entering the market.

| Activity (R-2A) | FY2025 | FY2026 | FY2027 |
|---|---|---|---|
| Initiate execution of JETO roles and responsibilities | 0.0 | 3.0 | 6.3 |

> R-2A activities carry the prior, current and budget year only — no five-year plan. Coverage is partial, so count them, never total them.

## Mission & acquisition strategy

The FY 2027 request for Joint Energetics Transition Office (JETO) includes $6,278 thousand of discretionary and $500,000 thousand of mandatory for a total of $506,278 thousand. The FY 2027 $500,000 thousand of mandatory funds continue efforts from FY 2026 to conduct systems engineering and rapid, full-scale prototyping of weapons systems and supporting components to demonstrate the technical maturity of new energetic materials technologies. It will sponsor the expedited maturation, validation, verification, and accreditation of Modeling and Simulation tools.

JETO will leverage most efficient contract vehicles to include Other Transaction Authorities (OTA) and new and existing contract vehicles.
