## Summary

This activity requests $1.15B in FY2027, 100% of project 940, up 113% on FY2026. The R-2A exhibit describes it across FY2025–FY2027, including what the FY2027 money is planned to buy.

## What the FY2027 request buys

**FY2027 planned work.** In FY 2027, CTEIP will continue to develop enterprise solutions for high-priority T&E needs in critical technology areas. Highlights include: Hypersonics - Complete integration of the critical components of “fly the mission on the ground” hypersonic wind tunnel - Continue development of a next generation aeroshell test capability arc heater facility that will increase throughput for high-temperature materials testing in support of hypersonic systems Electronic Warfare - Develop multi-facility network infrastructure upgrades - Conduct testing in large-scale, open-air exercises and events Nuclear Effects - Expand capability and capacity for radiation effects testing of microelectronics - Expand capability and capacity for testing combined nuclear effects to include simulation of neutron radiation environments Space - Improve space launch ranges for additional launch throughput - Continue development of space sensor test bed to support vulnerability/survivability testing of on-orbit and emerging space systems and payloads Common Range Instrumentation - Increase test throughput leveraging modular, mobile, containerized range instrumentation on open-air ranges - Fund the high priority needs at the MRTFBs to increase range availability and increase throughput

**FY2026 to FY2027 change.** The overall $346.251 million increase from FY 2026 to FY 2027 will support expanding nuclear effects testing capability and capacity, improving space launch ranges for additional launch throughput, increasing test throughput leveraging modular range instrumentation, and funding high priority needs at the MRTFBs to increase range availability and test throughput.

## Before the request year

**FY2026 plans — current year.** In FY 2026, CTEIP continues to develop enterprise solutions for high-priority T&E needs in critical technology areas. Highlights include: Hypersonics - Assemble and integrate critical components of “fly the mission on the ground” hypersonic wind tunnel - Field upgrades to existing high-speed test track at Holloman AFB to support increased capacity - Continue design of a new hypersonic ground test complex with private industry to address growing demand for aerodynamic, aerothermal, and propulsion test needs Electronic Warfare – Continue upgrade to latest multi-domain RF threat systems – Expand frequency range coverage in chamber and laboratory environments – Increase signal density and EW target emulation capabilities – Enhance scale and efficiency of live EW testing Space - Initiate space sensor test bed to support vulnerability/survivability testing of on-orbit and emerging space systems and payloads Counter-UAS - Field counter UAS threat presentation capability

**FY2025 accomplishments.** In FY25, CTEIP will continue developing enterprise solutions for high-priority T&E needs in critical technology areas. Highlights include: Hypersonics - Continue build out of “fly the mission on the ground” hypersonic wind tunnels - Build capacity for hypersonic arc heater testing - Develop rocket motors to support hypersonic testing on the high-speed test track - Complete preliminary design of recoverable, high-speed test track - Complete development of midcourse tracking capability for hypersonic open-air testing - Restore a full-scale subsonic wind tunnel to allow testing of Future Vertical Lift platforms and other rotary wing aircraft - Develop large scale (high fidelity) supersonic and hypersonic aerodynamic test capability to support next-generation hypersonic weapon separation Electronic Warfare - Develop a facility to support classified testing unable to be accomplished on open-air test ranges - Field representative EW threats to support testing of Blue system airborne electronic attack systems - Develop high-fidelity, low clutter tracking (TSPI) capability of small Radar Cross Section (RCS) vehicles to support CUAS and swarming sUAS testing - Develop the capability to model high-fidelity air-to-air (A/A) targets and associated electronic attack environments in a repeatable lab environment to test advanced 5th and 6th generation aircraft radar A/A modes - Develop real-time Multispectral Sensor Scene Projection/Injection capability to test seekers and advanced multispectral weapons Space - Develop ground-based space test capability to validate complex physics-based models and evaluate hardware/software emulations of emerging threats in a distributed environment Common Range Instrumentation - Develop and upgrade capabilities to fully test current and future landing gear systems
