### Project 01 — Systems Modifications Development and Blue List

Development and research initiatives are a core component in the DCMA ability to align efforts appropriately to the DOW IT advancement strategy. The DCMA aligns with the DOW strategy for software modernization of enterprise capabilities. This involves migrating the DCMA application infrastructure to enterprise hosting environments and modern technology platforms, rationalizing existing applications to ensure capabilities align with mission requirements, and adopting new DOW strategies for modern software development methodologies. This will ensure delivery of secure, interoperable, and optimized solutions. To meet the needs of the DOW community, the DCMA is dedicated to developing and implementing its IT modernization strategy. The Blue List platform, designated as Defense Business System (DBS), is the definitive materiel solution. It will function as DOW's single, authoritative digital ecosystem for the entire life cycle of commercial UAS acquisition. It will directly enable the goals of DOW’s Drone Dominance by providing a trusted, vetted, and streamlined marketplace that empowers warfighters while ensuring enterprise-wide compliance and security.

## Mission & acquisition strategy

Systems Modifications and Development The Defense Contract Management Agency (DCMA) is engaged in several major Information Technology (IT) initiatives to improve and modernize the information technology environment. IT is the primary enabling capability the acquisition workforce relies upon to communicate with contractors, the Department of War (DOW) acquisition community and other customers. The National Defense Strategy (NDS) IT modernization efforts drive these initiatives.

The DOW CIO strategy addresses Software Modernization, Cloud, Cybersecurity and Artificial Intelligence Initiatives implementation via the NDS. The DCMA Director has identified three DCMA priority initiatives in alignment with the DOW CIO initiatives to include: 1) Off-Ramping IT Services 2) Mission System Development and 3) The Last Tactical Mile. To meet DOW’s Drone Dominance initiative our strategy is designed to provide a responsive, user-focused support structure while minimizing long-term lifecycle costs. This is achieved by fully leveraging the benefits of a SaaS delivery model.
