## What the FY2027 request buys

**FY2027 planned work.** NGEN Network Architecture Design and Testing: NGEN will continue engineering development to implement a new network architecture design; a technical enterprise architecture that integrates rationalized users and services, implements enabling business processes and service management frameworks and provides guidance for future investment areas across all classification levels and operating environments. In FY27 NGEN will continue to conduct: - Network modeling & simulation, review performance-based prototypes, and institute applied research in future technologies affecting network architectures to advance the state of network across all domains and align with Zero Trust. - Testing and evaluation for transport, compute and storage architecture and design in a lab or at a pilot site to establish baseline for the vendor. Additionally, continue engineering support to develop a future state architecture in a lab setting that will leverage existing infrastructure on premise applications and services to ensure a seamless transition between managed on premise and managed-off premise user access to M365 capabilities. - Engineering to rehome / migrate OCONUS (ONE-Net) sites to enterprise common services following the DON CIO Modern Service Delivery Design Concepts for small sites and transport services for both large and small sites. - Commence new and continue pilot efforts that support modern service delivery. Priority pilots will continue to be executed in partnership with PEO Digital, FCC, NNWC and other stakeholders to ensure key strategic needs are met and include emergent technology trends such as Last Mile, Fix My Computer and Naval Identity Services within themes of automation, AI/ML, SIPR Modernization, and Data. Pilots continue to be prioritized based on Lean Portfolio Management leveraging World Class Alignment Metrics (WAM) hypothesis, budget, critical impact to the Navy, and investment horizon charts. Pilots will focus on rapid testing, deployment strategy, and ability to deliver modern services that enable warfighters to focus on their mission area vice Information Technology challenges and inefficiencies. Additionally, pilots will be evaluated to determine further refinement and ability to scale to production. The Mission Outcome Driven Metrics (ODMs) are: Time lost, operational resilience, customer satisfaction, cost per user and adaptability/mobility which are all in support of two Mission Outcomes of drastically improving Information Technology experience while increasing resilience. Pilots support PEO Digital, the enterprise services being delivered, and the groundbreaking efforts on delivering modern services to DoW and Navy. Additionally, other services are partnering with PEO Digital to leverage efforts and outputs derived from the pilot efforts, resulting in cost avoidance, time savings, increased security posture & resilience within the Navy as application and system owners will be consuming and scaling these services at an Enterprise level. Pilots align to DON CIO Priority Technology Focus Areas and the TBM framework to further provide alignment for the enterprise.

**FY2026 to FY2027 change.** FY26 to FY27 $3.440M decrease is due to a reduction of engineering support to conduct network modeling, simulation, and applied research in future technologies affecting network architectures and design.
