## Summary

U.S. Navy requests $3.5M in FY2027, sustained across the five-year plan. In the FY2027 defense authorization, the House funded it in full; the Senate funded it in full; House appropriators funded it in full. NAWCWD leads the industry work.

## Funding profile

| Fiscal Year | Estimate Type | Amount ($M) |
|---|---|---|
| FY2025 | Actual | 3.3 |
| FY2026 | Enacted | 3.4 |
| FY2027 | Request | 3.5 |
| FY2028 | Outyear | 3.6 |
| FY2029 | Outyear | 3.6 |
| FY2030 | Outyear | 3.7 |
| FY2031 | Outyear | 3.7 |

> Estimate types are not summed — the profile mixes actuals, enacted law, the request, and outyear projections.

### Project 3414 — Anti-Tamper Technology Support

This project enables development of new and novel Anti-Tamper technologies and solutions toward Department of Navy technical needs and requirements through DoN AT Technical Authority engagement in government, defense industrial base, and commercial technology endeavors. The technologies and solutions to be developed address and mitigate exploitation and reverse engineering threats associated with sensing, weapon, combat, and Command, Control, Computers, Communications, Cyber, Intelligence, Surveillance, and Reconnaissance (C5ISR) systems and platforms when they are outside of U.S. control. The technologies include secure microelectronics and processing, sensors, software, architecture components, and enabling technologies. The technology and solutions will be assessed and tested for technology and manufacturing maturity, as well as suitability for DoN-relevant environments and use cases. Government laboratory expertise will mature in Anti Tamper technologies and techniques. Factors related to integration and composition of discrete technologies and solutions will be understood and, where applicable, demonstrated to enhance their value to the overall protection scheme and effectively deter, impede, detect, and respond to credible reverse engineering and exploitation threats.

**Named R-3 performers** (share of this project's FY2027 R-3 total, so they need not reach 100%)**:** NAWCWD (1.8, 100%).

| Activity (R-2A) | FY2025 | FY2026 | FY2027 |
|---|---|---|---|
| Anti Tamper Technology Development | 1.7 | 1.8 | 1.8 |

> R-2A activities carry the prior, current and budget year only — no five-year plan. Coverage is partial, so count them, never total them.

### Project 2801 — Anti-Tamper

Anti-Tamper Program - Perform as the Navy Technical Process Owner for the Anti-Tamper (AT) systems engineering activity that is intended to prevent and/or delay the exploitation of critical technologies in U.S. Systems. Manage the research, design, development, implementation, and testing of AT measures. Coordinate with Department of War AT Executive Agent and implement Department of Navy AT policy in conjunction with the Deputy Assistant Secretary Navy. Manage Security and Information Security requirements commensurate with the requirements of ALL Navy Programs throughout their lifecycles.

**Named R-3 performers** (share of this project's FY2027 R-3 total, so they need not reach 100%)**:** NAWCWD (1.6, 100%).

| Activity (R-2A) | FY2025 | FY2026 | FY2027 |
|---|---|---|---|
| Anti Tamper Support | 1.6 | 1.6 | 1.6 |

> R-2A activities carry the prior, current and budget year only — no five-year plan. Coverage is partial, so count them, never total them.

## Mission & acquisition strategy

This project enables development of new and novel Anti-Tamper technologies and solutions toward Department of Navy technical needs and requirements through DoN AT Technical Authority engagement in government, defense industrial base, and commercial technology endeavors. The technologies and solutions to be developed address and mitigate exploitation and reverse engineering threats associated with sensing, weapon, combat, and Command, Control, Computers, Communications, Cyber, Intelligence, Surveillance, and Reconnaissance (C5ISR) systems and platforms when they are outside of U.S. control.

This is a non-ACAT program. The strategy will be to issue technology development contracts and use Department of Navy (DoN)labs for technology development, along with using DoN engineering organizations for engineering support.
