## Summary

This activity requests $250.0M in FY2027, 100% of project 931 — a new start with no prior-year and no current-year money. The R-2A exhibit describes it across FY2027, including what the FY2027 money is planned to buy.

## What the FY2027 request buys

**FY2027 planned work.** In FY 2027, the program will accelerate its modernization by leveraging AI and automation to enhance audit remediation efforts and drive financial transformation. A primary focus will be evolving the Universe of Transactions (UoT) into a more integrated, AI-driven solution, which includes designing new data architecture, creating automated reconciliation algorithms, and implementing AI-powered variance analysis tools. This initiative supports key modernization efforts, such as the advancements of the Intra-Governmental Transactions (IGT), Fund Balance with Treasury (FBwT), and financial reporting reconciliations, while simultaneously enabling the retirement of high-risk legacy financial systems. This will empower the OUSW(C) to sustain critical investments to support the essential data engineering required for reliable data pipelines, preventing inconsistencies that could undermine audit readiness. Collectively, these actions—along with upgrades to systems—will propel the Department toward a secure, centralized, ERP-centric environment, positioning it to successfully meet its FY 2028 audit objectives.

**FY2026 to FY2027 change.** The increase from FY 2026 to FY 2027 reflects the Department’s accelerated transition to a modern, secure, and audit ready financial management environment. It supports accelerated legacy system retirement, expansion of automation and AI enabled internal controls, and the sustainment and completion of key modernization efforts such as the deployment of new software capabilities that will be used to advance Advana for FM. This will strengthen data quality, interoperability, and system reconciliations to meet FY 2028 audit objectives.
