What the FY2027 request buys

Verbatim from the R-2A exhibit for project 088 of PE 0605100D8Z. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

In FY 2027, the NCRC will continue to expand capability and capacity to address the growing demand for cybersecurity test, training, experimentation, and mission rehearsal. Highlights include: - Continue to conduct and support cyber test and training events at the cyber range located in Orlando, FL; Naval Information Warfare Center Atlantic, SC (Joint Base Charleston); and Naval Air Station Patuxent River, MD for the R&D, acquisition, and training communities to include major Combatant Commands - Achieve full operational capability at the cyber range co-located with Eglin Air Force Base (AFB), FL - Achieve FOC of JMN Unclassified (JMN-U) enabling distributed CUI collaboration and secure remote access - Continue to modernize NCRC range toolkit and perform technology refresh

FY2026 to FY2027 change

The $8.077 million increase from FY 2026 to FY 2027 will support the development of NCRC sites to address growing demand for cybersecurity test, training, experimentation, and mission rehearsal as well as NCRC modernization efforts.

FY2025–FY2026: what came before

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

In FY 2026, the NCRC continues to expand capability and capacity to address the growing demand for cybersecurity test, training, experimentation, and mission rehearsal. Highlights include: - Continue to conduct and support cyber test and training events at the cyber range co-located with Naval Information Warfare Center Atlantic, SC for the R&D, acquisition, and training communities to include major Combatant Commands - Continue to conduct and support Cyber Table Top (CTT) exercises to help acquisition programs identify and prioritize potential vulnerabilities in the development life cycle - Achieve full operational capability at the cyber range co-located with Naval Air Station Patuxent River, MD - Achieve initial operational capability at the cyber range co-located with Eglin Air Force Base (AFB) - Achieve full operational capability of JMN Distributed NOSC in Orlando, FL serving as the continuity of operations plan (COOP) site to the NOSC at Redstone Arsenal, AL - Develop a Zero Trust Proving Ground pilot in collaboration with DoW CIO Zero Trust Program Portfolio Management Office

FY2025 accomplishments

In FY25, the NCRC will continue expanding capability and capacity with the addition of cyber ranges co-located with key Service organizations at Naval Information Warfare Center Atlantic, SC; Naval Air Station Patuxent River, MD; and 46th Test Wing Eglin Air Force Base, FL to address the growing demand for cybersecurity test, training, experimentation, and mission rehearsal. Highlights include: - Full operational capability at the cyber range co-located with Naval Information Warfare Center Atlantic, SC - Initial operational capability at the cyber range co-located with Naval Air Station Patuxent River, MD

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 100% of project 088's FY2027 request and 31% of PE 0605100D8Z's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
