OT&E Oversight DOT&E plans to continue to provide operational and/or live fire test and evaluation oversight for over 200+ acquisition programs at various stages in their acquisition cycle. DOT&E plans to continue to (1) meet the Title 10 responsibilities of oversight of the Department’s continued acquisition and modernizations efforts, (2) support the CCMDs and the T&E enterprise and community, and (3) continue to support the Department on policy and modernization efforts. Cyber Assessment: DOT&E plans to sponsor approximately 60 cyber assessment events of three types: (1) exercises with cyber-threat representation to identify mission risks and help warfighters train in a threat-representative environment; (2) cooperative events to identify and mitigate vulnerabilities; and (3)focused technology assessments with broad benefits and implications for the DoW. Assessments will continue to include efforts to facilitate the remediation of identified vulnerabilities and verify that solutions and mitigations improve warfighter readiness. DOT&E will continue working with the CCMDs and Services to develop a campaign of activities which will focus on assessing the CCMD’s or Service’s resiliency and cyber posture as well as the ability to accomplish critical missions in a cyber-contested and realistic electronic-warfare environment. DOT&E will contribute to Red Team enhancements to enable the emulation of advanced, full-spectrum threats by DoW Cyber Red Teams. DOT&E will perform year-round and long-duration assessments of select CCMDs and Services with global PCO authorities. DOT&E will continue assessing AI and machine-learning technologies for cybersecurity as they are deployed to CCMDs for their contribution to mission accomplishment and their potential increase of the cyber-attack surface. DOT&E will continue focused assessments in mission and technology areas that are receiving extensive upgrades or becoming more prevalent in warfighter systems, including offensive cyber operations capabilities, electromagnetic spectrum operations (EMSO); nuclear command, control, and communications (NC3); commercial clouds; Joint Fires Networks; and AI and machine-learning technologies. DOT&E will transmit critical findings to Congress and DoW leadership along with recommended actions to improve DOW’s cybersecurity posture. DOT&E will apply the lessons learned from these AI assessments into best practices for planning and performing OT&E of major programs that are enabled with AI technologies. T&E Policy and Reform: At this time, DOT&E has no FY27 budget for T&E transformation; however, DOT&E plans to continue: - Facilitating and consolidating efforts across the T&E enterprise critical digital transformation multiple data management plans to expedite data collection, data analysis and reporting of T&E outcomes of DoW systems and services. This work will re-envision the T&E planning and analysis with increased AI and automation tools to support the T&E community. - Leading efforts to define and prioritize requirements for future capabilities, with the intent to address evolving operational and live fire testing needs and support DoW-wide efforts to develop the "range of the future." DOT&E will continue to enable the T&E enterprise to react to the latest technology and threat trends. - Resourcing efforts that enable the T&E community to address non-kinetic system survivability challenges, and to evaluate potential synergies between non-kinetic and kinetic effects. This work will examine risk in form of mission-based assessments that allow for (1) adequate and efficient characterization of system designs, (2) identification and prioritization of vulnerabilities, (3) identification of potential attack conditions, and (4) evaluation of threat effects on the mission. - Innovating and integrating T&E within and across three key areas: 1) digital twins, 2) AI, and 3) software-related technologies. DOT&E will initiate the development of T&E guidance for software pipelines and factories, cloud services, and AI-enabled capability. - Working with the T&E community to address capability gaps in critical workforce competency areas through accelerated training and engagement. - Working with the Services/Agencies/CCMDs/T&E enterprise to improve threat emulation (space and cyber), M&S, T&E infrastructure, and analytic tool development. - Supporting the modernization of capability available to the T&E enterprise, to ensure efficient and adequate software-intensive and cyber physical system assessments.
DOT&E has reduced contract advisory services and other administrative and overhead functions to refocus priorities on statutory Title 10 oversight of Department and Congressional priority programs, to include MDAPs and other covered programs. DOT&E policy and modernization efforts have been realigned from PE 0605814OTE for consolidation of program elements and better alignment of resources for execution.

DOT&E intends to develop strategic partnerships with DoW, industry, and academia, and facilitate workshops/labs to adequately characterize the current state, identify and prioritize gaps, iterate on deliverables, converge on progress, and enhance cross-department and execution collaboration. DOT&E will baseline current states of emergent technologies and develop metrics or key performance indicators to measure capabilities of emergent technologies towards enabling the modernization of T&E. DOT&E plans to facilitate and consolidate efforts across the T&E enterprise critical digital transformation multiple data management plans to expedite data collection, data analysis and reporting of T&E outcomes of DoW systems and services. DOT&E plans to continue to meet the Title 10 responsibilities of oversight of the department’s continued acquisition and modernizations efforts, support to the services Combatant Commands (CCMDs), to the T&E enterprise and community, and continue to support the department on policy and modernization efforts to the T&E community and enterprise. Cyber Assessment DOT&E plans to sponsor approximately 65 CCMD and Service cybersecurity assessments and CRC events in FY 2025. Each assessment will continue to include “Find-Fix-Verify” efforts to facilitate the remediation of identified vulnerabilities and verify that solutions and mitigations improve warfighter mission assurance. DOT&E plans to continue working with the CCMDs and Services to develop multiyear plans for exercise cyber assessments and Cyber Readiness Campaign (CRC) events. These plans will focus on assessing the CCMD’s or Service’s ability to complete missions and be resilient in a cyber-contested environment. DOT&E will perform year-round and long-duration assessments of most CCMDs and Services with Global Persistent Cyber Operations (PCO) authorities. DOT&E will continue assessing artificial intelligence (AI) and Machine-Learning technologies for cybersecurity as they are deployed to CCMDs, for their contribution to mission accomplishment, and their potential increase of the cyberattack surface. DOT&E will sponsor the acquisition of Red Team tools and tradecraft for these focused assessments. Objectives for DOT&E assessments in FY 2025 include improving portrayal of advanced cyber and electronic-warfare threats during exercises, and the assessment of operational missions during realistic attacks. Expanded table-top exercises and wargames to stress senior-leader decisions with advanced threats not suitable for operational exercises will also be performed. DOT&E will assess Cyber Protection Teams and Cyber Mission Teams when they participate during PCO, CRC, or exercise events. DOT&E will continue focused assessments in mission and technology areas that are receiving extensive upgrades or becoming more prevalent in warfighter systems, including offensive cyber operations capabilities; Nuclear Command, Control, and Communications (NC3); commercial clouds; Joint Fires Networks; AI and machine-learning technologies, and non-internet protocol platforms. DOT&E will transmit critical findings to Congress and DOD leadership along with recommended actions to improve DOD’s cybersecurity posture.
