## Before the request year

**FY2026 plans — current year.** Oversee Military Global Positioning System (GPS)/ positioning, navigation, and timing (PNT) management and planning to meet warfighter requirements. Develop Military Global Positioning System (GPS) user equipment (MGUE) "roadmap" for joint force fielding. Manage DoW positioning, navigation, and timing (PNT) Oversight Council activities, supporting structure, and support the National Space-Based PNT Executive Committee. Provide technical expertise and oversight for command, control, and communications (C3) systems and platforms, maritime information systems (MIS), and submarine fiber optic cables (SFOC). Provide requirements analysis, identify communications capability shortfalls and interoperability issues, assess equipment performance issues, and explore future communications improvements for C3 systems and platforms, MIS, and SFOC. Manage PNT security documentation (DoDM-O4650.11, DoDI 4650.08, operation plan/concept plan annexes). Coordinate with U.S. Space Command (USSPACECOM) and U.S. Strategic Command to implement GPS protection profiles and navigation warfare (NAVWAR) concepts. Manage National Airspace System activities affecting PNT, including Red Key Sundown policy, with the U.S. Air Force (USAF) and Federal Aviation Administration. Support the Deputy Secretary of War and DoW CIO with research, studies, and electromagnetic spectrum access activities. Apply NAVWAR concepts through the Joint Navigation Warfare Center and USSPACECOM to develop doctrine, training, and material solutions. Oversee DoW PNT investment strategy, aligning material solutions with the Joint Capabilities Integration and Development System and the Defense Acquisition System. Implement PNT and NAVWAR policy instructions and PNT system compliance. Analyze and promote alternative positioning, navigation, and timing (PNT) delivery, modular open systems approach standards, and modeling/simulation tools. Task the intelligence community to assess Military Global Positioning System (GPS) threat vectors and PNT delivery means; assess operational gaps; and refresh PNT equipment maintenance. Develop directives and manuals to implement the PNT Strategy. Accelerate development and fielding of advanced GPS receivers. Maintain and update GPS receiver equipment inventory. Address prioritized platforms in fielding plans and guidance. Administer the PNT Oversight Council and PNT Executive Management Board, including subordinate working groups. Address North Atlantic Treaty Organization PNT interoperability through standardization agreements and allied navigation plans. Ensure cybersecurity of all DoW PNT enterprise elements. Additional funding for resilient PNT capabilities and electronic battlespace awareness. Oversee the transition to operations of the modernized GPS control segment. Partner with Under Secretary of War for Research and Engineering to accelerate alternate PNT development and prototyping for programs of record. Lead testing of navigation warfare (NAVWAR) sensors and demonstrate integration within a PNT situational awareness architecture.

**FY2025 accomplishments.** - Implement Interim National Defense Strategic Guidance, in coordination with OSD, MILDEPs, JS, and Combatant Commands, to ensure a resilient DoD PNT enterprise. - Oversee the DoD PNT investment strategy to synchronize PNT materiel solutions development across the Joint Capabilities Integration and Development System, Defense Acquisition System, planning, programming, budgeting, and execution. - Implement PNT DoD instructions and DoD manuals to enforce PNT and navigation warfare policy, PNT system compliance with navigation warfare requirements, and security policy.
