What the FY2027 request buys

Verbatim from the R-2A exhibit for project 3069 of PE 0605212M. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

Continue efforts to develop, test, and certify new capabilities, to include software development and mitigation of risk due to obsolescence of components to support fleet and production aircraft requirements. Specific activities planned in support of the Improvements program include: further air vehicle envelope expansion, increased accuracy flight planning and improved performance charts, engine system risk mitigation, risk reduction software development, prototype testing and integration of joint service digital interoperability capabilities, continued testing on Engineering Development Model (EDM) aircraft, test planning activities, and retrofits of EDM aircraft for enhanced capabilities of flight test.

FY2026 to FY2027 change

Decrease in FY27 reflects a shift in funding commensurate with an increase in Test and Evaluation activities required in FY27 to support Product Development efforts that were funded in prior years.

Before the request year

FY2026: the year under way

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

Continue efforts to develop, test, and certify new capabilities, to include software development and mitigation of risk due to obsolescence of components to support fleet and production aircraft requirements. Specific activities planned in support of the Improvements program include: increased accuracy flight planning and improved performance charts, engine inlet barrier filter/separator solution, risk reduction software development, testing and integration of Marine Air-Ground Task Force (MAGTF) Agile Network Gateway Link (MANGL) capability, continued testing on Engineering Development Model (EDM) aircraft, test planning activities, and retrofits of EDM aircraft for flight test. Software Integration Lab (SIL) maintenance transitions to Operations and Maintenance funding beginning in FY26.

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 52% of project 3069's FY2027 request and 52% of PE 0605212M's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
