### Project 307 — M&I Siting Clearinghouse

The Clearinghouse was established under USC, Title 10, Section 183a, directing the establishment of a Military Aviation and Installation Assurance Clearinghouse for review of mission obstructions Siting Clearinghouse (…to be referred to as the "Clearinghouse"). The Clearinghouse: (a) coordinates Department of War (DoW) review of applications for energy projects or antenna structure projects filed with the Secretary of Transportation pursuant to section 44718 of title 49 and received by the DoW from the Secretary of Transportation; (b) provides procedures to ensure affected local military installations are consulted; (c) accelerates the development of planning tools necessary to determine the acceptability to the Department of War of proposals included in an application for an energy project or antenna structure project submitted pursuant to such section; (d) reviews and assesses proposed actions likely scope, duration, and level of risk of any adverse impact of such energy project or antenna structure project on military operations and readiness; and (e) identifies any feasible and affordable actions that could be taken by the Department, the developer of such energy project or antenna structure project, or others to mitigate the adverse impact and to minimize risks to national security while allowing the energy project or antenna structure project to proceed with development.

To ensure the Military Aviation and Installation Assurance Siting Clearinghouse (Clearinghouse) Technical Studies Program has access to qualified expertise, the Deputy Assistant Secretary of War for Energy Resilience and Optimization will collaborate with the Washington Headquarters Services Acquisition Directorate. This collaboration will focus on sourcing, acquiring, and maintaining highly proficient technical subject matter experts. The Clearinghouse, mandated by Title 10, Section 183a, assesses the potential adverse impacts of energy projects (particularly those affecting military radar systems, operations, research, development, testing, evaluation, and training) on DoW activities.
