### Project C2B — RADIO MODERNIZATION

This funding directly supports the Army's Next Generation Command and Control (NGC2) initiative, specifically targeting the modernization of the Command and Control (C2) Transport Layer. The C5ISR Modular Open Suite of Standards (CMOSS) Mounted Form Factor (CMFF) is a cornerstone of this effort, embodying the key tenets of NGC2 to deliver a more agile, interoperable, and data-centric communications backbone for ground and aviation platforms. Project C2B - Radio Modernization: Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) Modular Open Suite of Standards (CMOSS) Mounted Form Factor (CMFF) Radio Card Mid-Tier Acquisition (MTA) Rapid Prototype (RP) program delivers Software Defined Radio (SDR) cards, Cryptographic Subsystem (CSS) cards, Digital Radio Heads (DRH) and Victory Audio Adapter (VAX) required by the CMOSS Mounted Form Factor (CMFF) Abbreviated Capability Development Document (A-CDD) for the Ground and Aviation's tactical communication requirements utilizing an Other Transaction Authority(OTA) contracting strategy. CMFF Radio Cards provide simultaneous transmission and reception of multiple waveforms across multiple channels in a single or multiple SDR card(s) integrated in the CMFF chassis with NSA certifiable CSS and interoperable with the Digital Radio Head. CMFF Radio cards initial capability development includes but is not limited to Single Channel Ground and Airborne Radio System (SINCGARS), Air Traffic Control (ATC), Warrior Robust Enhanced Network (WREN) and future advanced networking waveforms; initial Cryptographic Subsystem Card (CSS), Digital Radio Head (DRH), and Victory Audio Adapter (VAX). Advanced capability development includes but is not limited to Mobile User Objective System (MUOS), Link-16, High Frequency (HF), HAVEQUICK (HQ), Second generation Anti-jam Tactical UHF Radio for NATO (SATURN), Demand Assigned Multiple Access (DAMA) and future advanced networking waveforms; and final CSS, DRH and VAX. The total cost of the CMFF RC Middle Tier of Acquisition (MTA) effort is $96.1 million RDT&E from FY25 to FY29. FY2027 funding supports Hardware and Software Development (SDR card, CSS card, Digital Radiohead and Victory Audio Adapter), Test, Integration and Evaluation, and Program Management Support.

### Project C2A — SATELLITE AND NETWORK MODERNIZATION

Project C2A FY2027 funding supports two (2) distinct lines of effort: Protected SATCOM Resilient Anti-Jam Modem (RAM) Development and Unified Network Technology Transition and Integration (UNTTI). Protected SATCOM provides funding for continued Resilient Anti-Jam Modem (RAM) development, testing and certification of production representative modems, incorporating Army requirements, to support continued spiral development of critical protected communications capabilities to address resiliency in jamming environments. RAM provides the ability for Army tactical terminals to be resilient in a contested environment and protect against catastrophic loss of situational awareness and command and control during critical battle movement with Anti-Jam capabilities. RAM will provide on the move and early entry satellite terminals with adaptive, anti-jam communications for the highest levels of protected communications in multi domain operations and offer the tactical Army protection against interference that is either intentional or unintentional. Satellite and Network Modernization funding supports Unified Network Technology Transition and Integration (UNTTI) an RDT&E initiative enabling transport agnostic, high-capacity and resilient tactical communications for expeditionary operations. These efforts support system/subsystem development and demonstration, aimed at integration, maturation, evaluation, and testing to demonstrate systems against requirements. TEM Projects, Line of Sight Modernization, SATCOM Modernization, Transport Modernization, Secure Cellular, Next Generation Tactical Terminal (NGTT), and System of Systems (SoS) Training. These technologies support new and improved communications capabilities with reduced Size, Weight, and Power (SWAP), while increasing throughput, providing network resiliency and Low Probability of Intercept/Low Probability of Detection (LPI/LPD) capabilities. Satellite and Network Modernization procures, modifies, integrates, and tests system prototypes to demonstrate enhanced capabilities in accordance with Army modernization priorities.

## Mission & acquisition strategy

C2 Transport 0605330A is not a new start line, it is a consolidation of MILSATCOM System Engineering (0303142 456), Unified Network Technology Trans & Integ (UNTTI) (0604818 DD1), and Protected Tactical Satellite (0303142 CO7), CMFF Radio Cards (0604805 DH4), and Integrated Tactical Network/Enterprise Network (0604541 BT5). The C2 Transport Layer supports the Army's Next Generation Command and Control (NGC2) initiative to modernize Command and Control (C2) systems. The RDT&E funding line consists of two portfolios: Satellite and Network Modernization (C2A) and Radio Modernization (C2B).

The CMOSS Mounted Form Factor (CMFF) program responds to Army requirements contained in the CMFF Abbreviated Capability Development Document (A-CDD), approved on 4 January 2021. A new start in FY 2025, the program is approved as a Middle Tier of Acquisition (MTA) Rapid Prototyping (RP) as of 04 December 2025. The MTA RP effort spans the initial five years of the program and will prototype the tactical radio communication components to include: Software Defined Radio (SDR) cards, Cryptographic Subsystem (CSS) cards, Digital Radioheads (DRH) and Victory Audio Adapters (VAX). Multiple Other Transaction Authority (OTA) contracts will be awarded to support the development prototype hardware and software solutions in support of this program.
