## Summary

This activity requests $81.9M in FY2027, 94% of project 3368, up 105% on FY2026. The R-2A exhibit describes it across FY2026–FY2027, including what the FY2027 money is planned to buy.

## What the FY2027 request buys

**FY2027 planned work.** Accelerate development and fielding of critical warfighting Rapid Capability Insertion (RCI) packages that deter attack and prevail in conflict. Key efforts include: Finalizing RCI-4 Common Weapons Synchronization /Airborne Weapons Simulator (AWS) to incorporate LRASM, Mk54 Mod 2 Torpedo capabilities, and ASW enhancements into the I3B2 P-8A software configuration. Accelerating RCI-5 Advanced Survivability Pod (ASP) and Dual Band Decoy (DBD) development, integration and test, I3B2 platform software and trainer integration, Mission Support Cell (MSC), and ASP mixed wing store airworthiness certification. This effort leverages Modular Open Systems Architectures (MOSA) to enable rapid and affordable capability and insertion.

**FY2026 to FY2027 change.** Increase of $41.936 from FY26 to FY27 due to Primary HW/SW Development of Radio Frequency Countermeasure (RFCM) Self Protection Pod/Advanced Survivability Pod (ASP) development and integration of critical wartime-tempo aircrew survivability capabilities, to include Dual Band Decoy integration, Increment 3 Block 2 platform and trainer integration, flight test, and airworthiness certification.

## Before the request year

**FY2026 plans — current year.** Continue to develop RCI packages and rapid/urgent development efforts to incrementally incorporate software and hardware capability improvements, building on the P-8A Baseline to ensure ongoing relevance of the P-8A capability. Continuing RCI-4 efforts include the LRASM capability merge as well as the initial Mk54 Mod 2 capability into the baseline P-8A software configuration. Continuing ASP (RCI-5) efforts include initiating pod level integration and test as well as platform software integration efforts.
