> **NEW START.** $41.3M requested in FY2027 with no prior-year and no current-year funding.

## Summary

This activity requests $41.3M in FY2027, 42% of project 3428 — a new start with no prior-year and no current-year money. The R-2A exhibit describes it across FY2026–FY2027, including what the FY2027 money is planned to buy.

## What the FY2027 request buys

**FY2027 planned work.** In FY2027, Follow-On Production Other Transaction Agreements will be awarded to allow serial delivery of MUSV vessels, to allow an enduring solution to provide purpose built unmanned vessels to the Warfighter to host various payloads depending on the capability required. The Fleet Operations and Test team will participate in surrogate and prototype MUSV test events to provide government oversight of contractor testing. Multiple contractors will be conducting surrogate and prototype MUSV test events to demonstrate vehicles are able to meet MUSV capability requirements. The FO&T team will coordinate with government and contractor teams to review test plans, conduct Test Readiness Reviews (TRRs), execute contractor testing with government oversight, and report out on test results. The test team will participate in evaluation activities in support of dedicated MUSV production and fielding decisions for MUSV. Planning efforts will continue in support of dedicated MUSV production and testing efforts, including planning for cyber testing of platform and C4I systems and completing development of the Integrated Evaluation Framework (IEF) with OPTEVFOR.

**FY2026 to FY2027 change.** FY27 +$41.250 for MUSV from PE 0605512N realignment

## Before the request year

**FY2026 plans — current year.** In FY2026, Prototype operations will be conducted to support testing events, Fleet events to develop CONOPS and TTPs, and to mature technologies to reduce risk in future programs and to gain confidence in operations. Prototype operations are vital in maturing technologies, checking out systems and components, and gaining confidence in operating these vessels unmanned. During operations, data will be collected on all aspects of the vessel in order to characterize and implement changes and incorporate lessons learned. Other Transaction Agreements will be awarded and managed to accelerate providing platforms and capability to the Fleet.
