### Project 952 — Acquisition Integration and Interoperability

The Acquisition Integration and Interoperability (AI2) program spearheads the Department’s effort to create an enduring acquisition infrastructure for delivering integrated joint, system-of-systems capabilities, and establish the necessary policies, forums, and processes to (1) enable the delivery of integrated defense capabilities, leveraging Military Department and service-specific system acquisition; (2) drive adoption of threat-based mission thread analysis to inform acquisition, resourcing, and requirements decisions; and (3) support acquisition portfolio reviews to drive resourcing and enterprise decisions. The AI2 mission supports the Secretary of War's (SECWAR’s) goals of reforming our acquisition process and rapidly fielding emerging technologies. Program institutionalizes the lessons learned from the Department’s Competitive Advantage Pathfinders (CAP) and Integrated Acquisition Portfolio Reviews (IAPR) and aligns service-specific system acquisition programs, prototypes, and Science and Technology (S&T) projects to deliver joint integrated capabilities. The program executes studies, analyses, and pathfinding efforts to (1) govern the processes across the Defense Acquisition System to integrate and align portfolios and programs across the lifecycle from Services, Office of the Secretary of War (OSW) Components, and Combatant Commands (COCOMs); (2) executes operational integration to support the acceleration of joint, low-cost, near-term capabilities and create an enduring infrastructure, tools, and processes for Service and OSW teams to better integrate system-of-systems capabilities; and (3) remove regulatory and institutional barriers towards leveraging service-unique acquisitions for joint requirements. Program supports the Joint Operational Integration Program (JOIP)to execute operational integration costs to facilitate, enable, and accelerate capability development and delivery of joint capabilities. The JOIP agilely applies funding against existing or emerging systems requiring system-of-systems integration, rapid operationalization of new or dual-use technologies, or sharing capabilities across the Services.

## Mission & acquisition strategy

The Acquisition Integration and Interoperability (AI2) program spearheads the Department’s effort to create an enduring acquisition infrastructure for delivering integrated joint, system-of-systems capabilities, and establish the necessary policies, forums, and processes to (1) enable the delivery of integrated defense capabilities, leveraging Military Department and service-specific system acquisition; (2) drive adoption of threat-based mission thread analysis to inform acquisition, resourcing, and requirements decisions; and (3) support acquisition portfolio reviews to drive resourcing and enterprise decisions.

AI2 will be executed through a series of approaches. For its continued Services from prior years focused on core AI2 functions, AI2 will utilize existing FFP contracts with industry partners as well as STE from FFRDCs. For its new activities in support of executing JOIP, standing up additional JMAMs, or staffing the ACTs, AI2 will contract directly with firms to provide onsite staff support for each of these functions, except for IaaS capacity. The IaaS effort will be executed in tight conjunction with vendors who own the existing systems for JOIP, and AI2 will contract with professional engineering services firms that specialize in systems integration for capabilities aligned to the JOIP effort.
