What the FY2027 request buys

AI2 will continue its existing missions to drive institutional reform in the Acquisition system and create enduring processes that enable the accelerated delivery of joint, integrated capabilities. AI2 will complete its planned establishment to cover down on its critical functions for Joint Mission Acquisition Management, Joint Operational Integration Program (JOIP), Acquisition Contingency Teams (ACT), and support for Acquisition Transformation Strategy. $3.325 million of the request will support robust capability portfolio management analyses, including the new Joint Mission Acquisition Managers (JMAM) that execute enterprise analysis of how acquisition portfolios support missions and operational outcomes. The President’s Budget Request for 2027 also fully funds JOIP where AI2 will fund $72.977 million of operational integration activities to accelerate the development and delivery of existing or emerging weapon systems requiring system-of-systems integration, operationalization of new technology, or sharing capabilities across the Services. AI2 will collaborate closely with the new Mission Engineering & Integration Activity, new Portfolio Acquisition Executives, the Joint Rapid Acquisition Cell, and the Service Acquisition Executives’ Rapid Capabilities Offices to identify efficiencies, streamline mission-based capability delivery, integrate operational “fight tonight” capabilities, transition new operationally viable technologies to programs of record. AI2 has a robust intake, assessment, and validation process that will oversee the onboarding and execution of operational integration activities that improve our ability to close joint kill webs across multiple joint operational problems through system-of-systems integrations, rapid operationalization of mature technology, and cross-decking of existing Service capabilities to other Services $3.92 million will support AI2’s ACTs that will serve as a Joint Program Office Incubator to derisk transition of new, joint products into Programs of Records that enable the Department to scale and sustain at speed. This will also provide critical acquisition specialist support to OUSW(A&S)’s Digital Acquisition Platform. $3.79 million will be dedicated towards Integration as a Service (IaaS) capacity that will support the execution of specific projects under the JOIP. These will be engineering services firms specializing in systems integration hired to support the Program Offices and/or vendors that own the systems where integration is required. $4.234 million will provide the DoW’s SW Cadre with FFRDC support to continue to enable the development of policy and enabling functions for the Department’s Software Acquisition Pathway. $4.441 million will be set aside for administrative support, ASW(A) management reserve.
This increase provides full funding for the JOIP and scales AI2 to fully support its original mission.
FY2025–FY2026: what came before

AI2 is facilitating integrated defense capabilities, leveraging Military Department and service-specific system acquisition, expanding Integrated Acquisition Portfolio Reviews, supporting counter-C5ISRT (Command, Control, Computing, Communications, Cyber, Intelligence, Surveillance, Reconnaissance and Targeting)and Surface Strike Kill Webs for the pacing threat, including integration and alignment of the Department’s portfolios and governance bodies. In FY26, AI2 is delivering a SSKW IAPR that will assess the health of the Department’s ability to close Long Range Kill Chains at scale and speed. AI2 is continuing to support C-C5ISRT and is the primary office in OUSW(A&S) supporting the SW’s Mission Engineering & Integration Activity, where AI2 owns the integration functions for MEIA. Finally, AI2 is continuing to execute its Joint Operational Integration Program for FY26, which includes closing out key FY25 projects for joint operational integration efforts to include Joint Common Munitions Launcher Integration, Nuclear Command, Control and Communications (NC3) Integration and Joint Mass Effectors Integration. In FY26, AI2 is funding projects aligned to capability gaps identified by AI2 and the Services for SSKW – accelerating key aspects of the kill web.
Enable the delivery of integrated defense capabilities, leveraging Military Department and service-specific system acquisition and drive adoption of threat-based mission thread analysis to inform acquisition, resourcing, and requirements decisions. AI2 will support acquisition portfolio reviews to drive resourcing and enterprise decisions. Because AI2`s efforts span multiple mission applications, acquisition programs, experimental prototypes, and cross-weapons integration, its achievements are similarly complex and encompass various disciplines, including everything from policy, governance models, data integration, technical development, program management and operational integration - consistent with the AI2 charter which was established by USD(A&S). FY 2025 plans, which are directly aligned with the priority of building a resilient and integrated joint force: - Integrated Acquisition Portfolio Reviews, assessing the acquisition health across various portfolios to drive timely and effective solutions. - Counter-C5ISRT for the pacing threat, including integration and alignment of the Department’s portfolios and governance bodies spanning Cyber and Electronic Warfare (EW). - Joint Long-Range Fires (LRF), comprising interoperability requirements to align capabilities across the Services and fill remaining kill chain gaps. - Capability acquisition for Combined Joint All-Domain Command and Control (CJADC2), focusing on driving the Department`s efforts towards a centralized C2, and ensuring effective cross-service and joint integration.
