What the FY2027 request buys

Verbatim from the R-2A exhibit for project 796 of PE 0605798D8Z. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

CLIP will continue an annual cycle of calling for proposals for laboratory projects to modernize specific critical laboratory capabilities and facilities to realize the goals of the 2026 National Defense Strategy for a technically superior warfighting capability.

FY2026 to FY2027 change

The increase of $6.029 million between FY 2026 and FY 2027 will enable additional CLIP lab modernization projects to be eligible for award.

Before the request year

FY2025–FY2026: what came before

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

FY 2026 CLIP project awards will be made in FY 2026. Proposal selection and award prioritization is based on DoW mission impact, alignment with S&T priorities, cross-laboratory collaboration, and project executability. In addition, plans for the “FY 2027 CLIP Call For Proposals” will be initiated followed by FY 2027 CLIP proposals received and evaluated in FY 2026, pending award in FY 2027.

FY2025 accomplishments

Funds will address the challenges that the Service laboratories face in their attempts to fund laboratory and equipment capability improvements through a comprehensive strategic plan. Select and award laboratory infrastructure and equipment projects received under a FY 2024 call for proposals.

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 90% of project 796's FY2027 request and 21% of PE 0605798D8Z's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
