### Project 001 — Defense Technical Information Center

The Defense Technical Information Center (DTIC) serves as the foundation of the Department of War's research and innovation ecosystem. As the central repository for all research and development activity—from planning through execution—DTIC is undergoing a pivotal transformation. By expanding its vast collections and integrating with advanced artificial intelligence and machine learning models, DTIC is evolving into a proactive tool for strategic foresight. This in turn will empower the Department with collective awareness, horizon scanning, and trend analysis, enabling DoW researchers to avoid duplication, deploy resources more efficiently and effectively, and deliver enhanced capabilities to our warfighters faster. The transformation of DTIC’s infrastructure and platform in support of an AI-enabled repository is a critical investment, designed to accelerate our technical maturity and secure decision advantage for senior leaders. To realize the full potential of its transformation, DTIC must cultivate strong partnerships across the research ecosystem. The vision of leveraging DoW’s strategic research assets and artificial intelligence and machine learning capabilities explicitly acknowledges that DTIC cannot achieve its goals in isolation. Strategic collaboration with the Joint Staff, military departments, Combatant Commands, Office of the Chief Digital and Artificial Intelligence Officer, OUSW Comptroller, DCAPE, DoW CIO, FFRDCs, etc. is paramount. These partnerships provide access to data sources, cutting-edge technologies, and specialized expertise, that are essential for a complete collection and rapid integration of AI/ML for sophisticated analysis.

### Project 002 — Information Analysis Centers

The Information Analysis Centers (IAC) program provides the essential, centralized capability that rapidly bridges the gap between DoW's sprawling scientific and technical research enterprise and the urgent need to field state of the art technological capabilities for the warfighter. The core challenge facing the DoW R&D community is the inability to efficiently locate, synthesize, and reuse technical data across disparate labs and organizations. This decentralized environment creates significant technical and financial risk, leading to unintentional duplication of effort, slower development cycles, and critical technological gaps. The IAC program directly mitigates these risks by serving as the primary nexus for technical collaboration. With an existing network of approximately 700 partner organizations, the IAC is a critical force multiplier that accelerates technology transition and development by performing three core functions: • Synthesizing Knowledge: Leveraging DTIC's repository to generate technical information analysis and products, enabling reuse and reducing technical risk for new programs. • Supporting Applied Research: Utilizing scientific and technical information (STI) to directly support ongoing basic and applied research, ensuring that "lessons learned" are integrated early in the development lifecycle. • Facilitating Complex Research: Executing primary research directly or jointly to solve interagency challenges where seamless STI sharing is a prerequisite. By centralizing and streamlining access to innovation, IAC provides a decisive strategic advantage, enabling program managers and developers to build upon a foundation of existing knowledge rather than starting from scratch.
