## What project 001 buys

The Defense Technical Information Center (DTIC) serves as the foundation of the Department of War's research and innovation ecosystem. As the central repository for all research and development activity—from planning through execution—DTIC is undergoing a pivotal transformation. By expanding its vast collections and integrating with advanced artificial intelligence and machine learning models, DTIC is evolving into a proactive tool for strategic foresight. This in turn will empower the Department with collective awareness, horizon scanning, and trend analysis, enabling DoW researchers to avoid duplication, deploy resources more efficiently and effectively, and deliver enhanced capabilities to our warfighters faster. The transformation of DTIC’s infrastructure and platform in support of an AI-enabled repository is a critical investment, designed to accelerate our technical maturity and secure decision advantage for senior leaders. To realize the full potential of its transformation, DTIC must cultivate strong partnerships across the research ecosystem. The vision of leveraging DoW’s strategic research assets and artificial intelligence and machine learning capabilities explicitly acknowledges that DTIC cannot achieve its goals in isolation. Strategic collaboration with the Joint Staff, military departments, Combatant Commands, Office of the Chief Digital and Artificial Intelligence Officer, OUSW Comptroller, DCAPE, DoW CIO, FFRDCs, etc. is paramount. These partnerships provide access to data sources, cutting-edge technologies, and specialized expertise, that are essential for a complete collection and rapid integration of AI/ML for sophisticated analysis.
