## What project 3319 buys

The Fleet Experimentation (FLEX) program examines materiel and non-materiel initiatives in development to address the fleet's most critical warfighting priorities and gaps. Commander, U.S. Naval Forces Europe/Africa, Commander, U.S. Pacific Fleet, and Commander, U.S. Fleet Forces Command (CUSFFC) are the FLEX Program Owners. Per the current FLEX Instruction (3900.1E), they provide program oversight, Commanders' FLEX guidance with experimentation priorities, funding oversight, and advocacy for the most viable recommended solutions to fleet priority capability gaps. CUSFFC manages FLEX program funding. Director, Navy Warfare Development Center (NWDC) serves as the Executive Agent (EA) and is responsible for FLEX campaign design and management, experiment planning and execution, analysis, final reporting, and post-experiment actions. FLEX results drive action across three structured return on investment (ROI) categories: capability development, investment, and delivery.

### Fleet Experimentation (FLEX)

The FY27 iteration ($13.1M) of the FLEX Campaign is in development. Topics will include unmanned systems, artificial intelligence, resilient communications, long range fires, counterintelligence, surveillance, and reconnaissance, contested logistics, and maritime homeland defense.
