What the FY2027 request buys

Verbatim from the R-2A exhibit for project 242 of PE 0607310D8Z. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

• Transition operationally-ready offensive counterproliferation capabilities to specialized units assigned to USSOCOM, and within INDOPACOM, CENTCOM, and EUCOM; • Provide flexible options for execution of overt and discreet counterproliferation and CWMD operations to disrupt, delay, degrade, deny, and defeat adversary WMD capabilities in support of USSOCOM and other CCMDs.

FY2026 to FY2027 change

The FY 2026 to FY 2027 funding was reduced to align with higher priority National Defense Strategy requirements.

Before the request year

FY2025–FY2026: what came before

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

• Delivered multiple upgraded/enhanced, classified, operationally-ready offensive counterproliferation capabilities to specialized units assigned to USSOCOM and within INDOPACOM, CENTCOM, EUCOM; • Transitioned multiple classified, modernized capabilities to operations and sustainment on behalf of Combatant Commands including NORTHCOM, INDOPACOM, STRATCOM and CYBERCOM; • Transitioned multiple classified, modernized capabilities to operations and sustainment that support operational preparation of the environment on behalf of the DoW CWMD Enterprise; • Modernized additional capabilities that support CWMD operational decision-making on behalf of DoW and the USG; • Matured prototypes, systems, and components for test and evaluation by end-users and transition to fieldable CWMD capabilities under other classified projects.

FY2025 accomplishments

•Delivered multiple upgraded/enhanced, classified, operationally-ready offensive counterproliferation capabilities to specialized units assigned to USSOCOM and within INDOPACOM, CENTCOM, EUCOM; • Transitioned multiple classified, modernized capabilities to operations and sustainment on behalf of Combatant Commands including USSOCOM, INDOPACOM, STRATCOM and CYBERCOM; • Transitioned multiple classified, modernized capabilities to operations and sustainment that support operational preparation of the environment on behalf of the broader DoD CWMD Enterprise; • Modernized additional capabilities that support CWMD operational decision-making on behalf of DoD and the USG; • Mature prototypes, systems, and components for test and evaluation by end-users and transition to fieldable CWMD capabilities under other classified projects.

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 100% of project 242's FY2027 request and 100% of PE 0607310D8Z's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
