### Project 000205 — Global Theater Security Cooperation Management information Systems (G-TSCMIS)

The Global Theater Security Cooperation Management Information Systems Program was an Office of the Secretary of War initiative to develop and deploy a common web-based, centrally hosted management information system to serve as the information focal point for the Department of War’s (DoW) security cooperation efforts. The Global Theater Security Cooperation Management Information Systems program provides decision makers, security cooperation planners, and other users with the ability to view, manage, assess, and report security cooperation activities and events. The Global Theater Security Cooperation Management Information Systems was adopted from a theater-specific system and lacked basic functionality. Since 2010, the security cooperation enterprise, consisting of combatant commands, Military Departments, and Defense Agencies, have called for security cooperation activity life-cycle management, activity alignment to strategic guidance, adaptability and scalability for all security cooperation organizations, and interfaces with security cooperation authoritative data sources. The National Defense Authorization Act for FY 2017 enacted several DoW security cooperation enterprise reforms and consolidated various security cooperation authorities under a single chapter (16) in Title 10. Through these reforms, the DoW was assigned the responsibility to manage approximately 100,000 security cooperation activities per year, organized into more than 40 distinct authorities that support dozens of different organizations. On February 11, 2019, the office of the Secretary of War assigned the Defense Security Cooperation Agency (DSCA) as the lead for the Global Theater Security Cooperation Management Information Systems and any successor comprehensive security management information system. DSCA has since developed and deployed “Socium” (Latin for “partner”) as a successor system. In Fiscal Year 2026, the Socium program continued to develop a strategic optimization platform, directly advancing our strategic interests by setting conditions for increased user adoption and system integration. This was accomplished through the implementation of numerous capabilities and application enhancements.

## Mission & acquisition strategy

The Global Theater Security Cooperation Management Information Systems Program was an Office of the Secretary of War initiative to develop and deploy a common web-based, centrally hosted management information system to serve as the information focal point for the Department of War’s (DoW) security cooperation efforts. The Global Theater Security Cooperation Management Information Systems program provides decision makers, security cooperation planners, and other users with the ability to view, manage, assess, and report security cooperation activities and events.

DSCA worked closely with the Office of the Deputy Assistant Secretary of War for Global Partnerships to shape the guidance for the Significant Security Cooperation Initiatives process requiring the use of Socium and continues to support the security cooperation enterprise to integrate AM&E and Defense Institution Building for all U.S. security cooperation activities. Future enhancements through FY 2026 include tailored authority-specific analytics and reporting, enhanced AM&E features, and continued authoritative data source integration.
