### 2) Modernization Protection Individual Protection (MODPROT IP)

**FY2027 planned work.** Continue the development and validation of concepts of operations for Fixed Wing Aircraft/Aircrew Personal Protective Ensemble (PPE) to inform pilots and aircrew on the earliest they can reduce their mission oriented protective posture (MOPP) level in a chemical and biological (CB) contested environment across multiple airframes. Removing PPE improves in MOPP level reduction improves Warfighter performance. Continue Continued Chemical, Biological, Radiological and Nuclear (CBRN) Response Enterprise (CRE) unit configuration management (CM) and shelf-life extension testing. Continue whole life performance characterization for all individual protective equipment (IPE) systems to extend shelf-life, reducing the cost to the services. Identify non-PFAS alternative materials to address supply chain challenges for CRE CB defense capabilities. Continue the Chem Bio Mask Equipment Tester (CBMET) effort to decrease the logistical footprint of multiple mask leak testers (Q-series Tester, M41 Protection Assessment Test System (PATS), M41A1 PATS, JSMLT) to a single mask leak tester solution, address legacy and current mask tester obsolescence issues, and eliminate existing capability gaps for support divisions and services.

**FY2026 to FY2027 change.** Decrease due to completion of Joint Mask Leakage Tester (JSMLT) modernization efforts, Filter Modernization Project, and Project WRAITH in FY 2026.

**FY2026 plans — current year.** Complete the modernization of the Joint Mask Leakage Tester (JSMLT) from multiple configurations to one configuration capable of conducting both ground and aviation respirator face seal testing. Finalize the modernization of respirator filters, M61 and C2A1, to meet additional objective requirements for Toxic Industrial Chemicals/Toxic Industrial Materials (TIC/TIMs) through the incorporation of Metal Organic Framework (MOF) technology. Finalize the Warfighter Resilience Achieved In Toxic Hazards (WRAITH) technology refresh project study to identify a potential alternate equipment or material solutions for legacy IPE suits. Continue the development and validation of concepts of operations for Fixed Wing Aircraft/Aircrew Personal Protective Equipment (PPE) to inform pilots on removing PPE more quickly in chemical and biological (CB)-contested environments across multiple airframes to improve Warfighter performance. Continue whole life performance characterization for all Individual Protective Equipment (IPE) systems to extend shelf-life, reducing the cost to the services. Continue Chemical and Biological Response Enterprise (CRE) PPE Unit configuration management (CM) and Shelf-Life Extension testing. Identify non-PFAS alternative materials to address supply chain challenges for CRE CB defense capabilities. Initiate the Chem Bio Mask Equipment Tester (CBMET) effort to decrease the logistical footprint of multiple mask leak testers (Q-series Tester, M41 Protection Assessment Test System (PATS), M41A1 PATS, JSMLT) to a single mask leak tester solution, address legacy and current mask tester obsolescence issues, and eliminate existing capability gaps for support divisions and services.

**FY2025 accomplishments.** Completed Tent Permeation Testing and continued the modernization of the Joint Mask Leakage Tester (JSMLT) from multiple configurations to one configuration for ground and aviation face seal testing. Continued to update technical data for M61 and C2A1 filters to meet objective requirements for Toxic Industrial Chemicals/Toxic Industrial Materials (TIC/TIMs) through the incorporation of Metal Organic Framework (MOF) technology. Continued Fixed Wing Aircraft/Aircrew Personal Protective Equipment (PPE) optimization effort for multiple airframes. Continued Chemical, Biological, Radiological and Nuclear (CBRN) Response Enterprise (CRE) Unit Modernization and configuration management. Continued the Warfighter Resilience Achieved in Toxic Hazards (WRAITH) technology refresh project to identify potential alternative material solution for legacy individual protection ensembles (IPE). Accelerated and initiated the Chem Bio Mask Equipment Tester (CBMET) from FY27 due to sole source vendor Diminishing Manufacturing Sources and Material Shortage (DMSMS).

### 1) Modernization Protection Collective Protection (MODPROT CP)

**FY2027 planned work.** Continue Mobile Platform Filter Modernization testing; the mobile platform filter modernization effort consolidates 2 legacy filtration items systems (using 4 filters) on armored vehicles to 1 advanced filtration system (using 1 filter). Continue CP Modernization for Ships to reduce lifecycle costs by completing the Technical Data Package and engaging with Navy Program Executive Office (PEO) Ships to provide technical data to enable procurement of modernized shipboard CP filter system modules for ship construction; Continue surveillance testing of installed modernized shipboard CP filter system to develop life cycle cost model; new prefabricated and modular systems will reduce new ship construction cost, reduce energy consumption, require less maintenance and increase filter longevity. Continue filter service life analysis at critical facilities to reduce sustainment cost through increased filter service-life. Continue modernization of liners and closures to test non-PFAS alternatives.

**FY2026 to FY2027 change.** Minor change due to routine program adjustments. Decrease of FY 2027 funds due to completion of M48A1 filter redesign.

**FY2026 plans — current year.** Complete M48A1 Filter Modernization prototype testing. Continue Mobile Platform Filter Modernization for Enhanced Efficiency by delivering and testing 79 modernized filters to reduce delivery lead times, logistical requirements, and costs. The mobile platform filter modernization effort consolidates 2 legacy filtration systems (using 4 filters) on armored vehicles to 1 advanced filtration system (using 1 filter). Continue CP modernization for ships to reduce lifecycle costs and complete prototype system installation onboard a navy ship for testing. New systems will reduce energy consumption, require less maintenance, and increase filter longevity. Continue conducting CP system filter surveillance testing to improve system sustainment. Continue modernization of liners and closures to test non-polyfluoroalkyl substances (PFAS) alternatives.
