What the FY2027 request buys
Verbatim from the R-2A exhibit for project 677 of PE 0608140D8Z. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.
FY 2027 funding will continue to fund the legacy platform, as well as fund the development of the next generation SUNet system. The deliberate overlap of the legacy system and next generation system will ensure continuity of operations for AI/ML mission owners across the Department, as well as using recently procured hardware. Once the next generation SUNet is authorized and at Full Operating Capacity, FY 2027 funding will support the orderly migration of customers to the new system. The next generation of SUNet will have improved performance, scalability to support a larger customer base, and meet Zero Trust requirements.
Decrease reflects the SUNet modernization prototype efforts in FY 2026. The prototypes are expected to conclude before FY 2027. FY2027 funding will fund the sustainment of the legacy platform and parallel build of the next generation SUNet platform.
FY2026: the year under way
Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.
FY 2026 is funding the current platform, growth, and required technical refreshes. Funding is supporting a major modernization initiative; FY 2026 funding is supporting a prototype for the next generation of SUNet, and ultimately the transition of the prototype to an authorized production system.
Three years, and no five-year plan
An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.
| Fiscal Year | Estimate Type | Amount ($M) |
|---|---|---|
| FY2026 | Enacted | 58.1 |
| FY2027 | Request | 32.4 |
This activity is 100% of project 677's FY2027 request and 6.7% of PE 0608140D8Z's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
