What the FY2027 request buys

Verbatim from the R-2A exhibit for project 059 of PE 0608648D8Z. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

($15.512 million) Scaffolding and Infrastructure - Build and scale a multi-cloud joint enterprise digital infrastructure on IL-5, Il-6, and JWICS for DevSecOps and hosting digital platforms and AI tools. ($32.583 million) Data Collection, Processing, and Integration – expands data engineering, data science, and digital governance capabilities to enable enterprise data pipelines and data governance standards. Scales the development and deployment of a production joint data integration platform(s)which replaces legacy data systems on IL-5, IL-6, and JWICS. ($9.150 million) Acquisition Visibility and Workflow Transformation – Build and scale a Department-wide acquisition visibility application which replaces legacy systems on IL-5, IL-6, and JWICS. ($4.233 million) Human-Centered Design, Measurement and Testing – expands the prior year’s capability which is centered on Human-Machine Teaming and workflow transformation. Serves as the independent component for the program, optimizes the functional interface between users and advanced digital/AI models to reduce cognitive workload and eliminate operational latency.

FY2026 to FY2027 change

In FY 2027, Acquisition Visibility request supports Digitization Acquisition Transformation.

Before the request year

FY2025–FY2026: what came before

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

($1.947 million) Scaffolding and Infrastructure - Initiates the building of a joint enterprise digital infrastructure in an IL-5 GovCloud for DevSecOps and hosting digital platforms and AI tools. ($11.095 million) Data Collection, Processing, and Integration – refactors the data engineering, data science, and digital governance capabilties to enable enterprise data pipelines and data governance standards. Also initiates the development and deployment of a prototype joint data integration platform(s)to begin the process of replacing legacy data systems on IL-5. ($1.650 million) Acquisition Visibility and Workflow Transformation – Initiate the development and deployment of a Department-wide acquisition visibility application prototype to replace legacy systems on IL-5. ($1.814 million) Human-Centered Design, Measurement and Testing – establishes a new capability centered on Human-Machine Teaming and workflow transformation. Serves as the independent component for the program, optimizes the functional interface between users and advanced digital/AI models to reduce cognitive workload and eliminate operational latency.

FY2025 accomplishments

• Enable Capability Portfolio Management and Integrated Acquisition Program Review (IAPR) data identification and alignment • Identify analytics use cases and prepare customer needs statements to support new information requirements • Develop dashboards, visualizations, and reports for acquisition decisionmakers using data science tools • Deploy analytic products in Advana (or an approved Analytic Layer) for access by the end users • Expand the AVDF to add new data definitions and business rules • Track Acquisition pathway health/policy support

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 100% of project 059's FY2027 request and 100% of PE 0608648D8Z's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
