What the FY2027 request buys
Verbatim from the R-2A exhibit for project 643483 of PE 0901410F. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.
The DAF will continue development activities for Capability 8 (Logistics). Examples of specific requirements to be addressed in FY2027 are included below: - Will implement capability for Conformance checks across systems, enabling automatic Administrative Contracting Officer (ACO) modification ingestion - Will implement capability to capture complex Packing and Marking instruction - Will continue development for Logistics MVP; this will include functional development and interface adjustments - Will continue software development work to support Contract migration from legacy systems - Will continue development and deployment for classified CON-IT community - Will continue to leverage Agile methods and cadence to resolve existing/new defects and add enhancements in the production environment - Will continue to develop system updates required to maintain compliance with Federal and Office of the Secretary of War (OSW) contract writing mandates. The regulations and laws surrounding contracting can change frequently. Contract Writing Systems must be adaptable to allow updates to maintain currency with all mandated changes.
Funding decreased due to burndown post Minimum Viable Product (MVP) Capability deliveries.
FY2026: the year under way
Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.
The Department of the Air Force (DAF) delivered the Minimum Viable Producet (MVP) for Capability 6 (Research and Development (R&D) contracting), will deliver the MVP for Capability 7 (E-Filing), and will start on the development for Capability 8 (Logistics). Examples of specific requirements to be addressed in FY2026 are included below: - Continue Procurement Data Standard (PDS) 2.7 Standard Line of Accounting (SLOA) improvements for financial transparency and auditability - Continue software development work to support Contract migration from legacy systems - Finalize development work and field MVP version of R&D (Grants, Agreements, Other Transaction Solution) - Finalize development work and field MVP version of E-Filing; improve system performance and data handling for larger and more complex transactions - Begin development for Logistics MVP, which will include functional development and interface adjustments - Continue enhancements for Classified Users and roll out classified MVPs for R&D and E-Filing - Continue to develop Business Intelligence functionality to enhance contract writing and reporting capability - Continue to develop business rules to improve data compliance by ensuring users comply with existing regulations, Procurement Data Standards (PDS), and Assistance Data Standards (ADS) - Continue to leverage Agile methods and cadence to resolve existing/new defects and add enhancements in the production environment - Continue to develop system updates required to maintain compliance with Federal and Office of the Secretary of War (OSW) contract writing mandates. The regulations and laws surrounding contracting can change frequently. Contract Writing Systems must be adaptable to allow updates to maintain currency with all mandated changes.
Three years, and no five-year plan
An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.
| Fiscal Year | Estimate Type | Amount ($M) |
|---|---|---|
| FY2025 | Actual | 28.1 |
| FY2026 | Enacted | 28.9 |
| FY2027 | Request | 25.8 |
This activity is 100% of project 643483's FY2027 request and 100% of PE 0901410F's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
