What the FY2027 request buys

Heavy focus will be in scaling and stabilizing MCS/COP capabilities at the edge, enhancing data connections to strategic echelons, and increasing the SOF value proposition to the Joint Force through generation of data insights only available through SOF's unique placement and access in priority geographic locations with mission partner activities and placement of SOF sensor capabilities. This includes dual investments across both Strategic Mission Command System (cloud capabilities) and Operational/Tactical Mission Command System (hybrid cloud capabilities) levels for both the data architecture (data layer/fabric) and underlying software platform; employing Artificial Intelligence and Large Language Models (i.e. GPT tools)to decrease operator cognitive loads while executing operational workflows. Efforts will enable interoperability and data sharing between SOF's 100+ required deployment locations on four disparate networks (Commercial, SOFNETU, SOFNET-S, SOCRATES). Continues to combine effort focusing on investments in SOF fusion of unique data sets feeding Joint Fires elements utilizing the Joint Fires Network and other DoW activities. Furthers human machine teaming efforts to enable reduction of cognitive burden on SOF operators with anticipated inundation of the environment with new and more numerous sensors (UAS, UUV, USV, etc.). Increases participation in Joint Force exercise activities to further enable CJADC2 conformance with Services and GCCs, specifically United States Indo-Pacific Command (USINDOPACOM).
Net increase of $13.489 million supports increase Strategic Mission Command to enhance cloud-based systems, accelerate computing, and advance data analysis ($9.855M). Increase Operational/Tactical Mission Command System to upgrade on-site systems, ensure functionality in challenging environments with poor or no connectivity, and to strengthen edge computing and sensor operations ($5.807M). Increase Data Architecture investment to ensures seamless Theater Special Operations Command (TSOC) coordination with supported GCCs and create a unified operational view for the SOF Enterprise ($1.190M). Decrease to Platform Development as heavy platform investment in FY 2026 stabilized the capability allowing for additional application development in FY 2027 ($3.242M).

Continue prototyping and tech insertion of emerging technologies, integration of existing and development of new software capabilities into open backend architecture for Command data centricity and interoperability across the Joint Force. Continue exercise and limited objective test event support based on emergent operational requirements and strategic Interim National Defense Strategic guidance.
