What the FY2027 request buys

Verbatim from the R-2A exhibit for project S800 of PE 1160431BB. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

Continues the engineering, integration, and testing of various technologies (munitions and warheads) within the precision guided munitions portfolio. Continues to modernize SOPGM weapons to provide alternative navigation, seeker and terminal guidance enhancement capability to operate in a near-peer contested/GPS-denied environment. Continues development, integration and test of service common and SOF-P precision strike missiles, including long-range and loitering munitions including SCM onto SOF platforms; and provides security (cybersecurity/anti-tamper) enhancements throughout the SOPGM portfolio. Continues testing of service common and SOF-P precision strike missiles, including long-range and loitering munitions onto SOF platforms.

FY2026 to FY2027 change

Increase of $0.719 million supports expanded requirements for USSOCOM Precision Strike Munition development and maturation of long-range, low-cost strike missile, with the focus on SCM capability development.

Before the request year

FY2025–FY2026: what came before

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

Continue the engineering, integration, and testing of various technologies (munitions and warheads) within the precision guided munitions portfolio onto SO-p platforms. Continue to modernize and test SOPGM weapons to provide alternative navigation and terminal guidance enhancement capability to operate in a near peer contested/GPS-denied environment and provide security (cybersecurity/anti-tamper) enhancements throughout the SOPGM portfolio. Continue development and test of SO-p stand-off precision strike missiles including Small Cruise Missile (SCM) and development and integration of additional munitions on SO-p platforms.

FY2025 accomplishments

Continue the engineering, integration, and testing of various technologies (munitions and warheads) within the precision guided munitions portfolio onto SO-p platforms. Continue to modernize and test SOPGM weapons to provide alternative navigation and terminal guidance enhancement capability to operate in a near peer contested/GPS-denied environment and provide security (cybersecurity/anti-tamper) enhancements throughout the SOPGM portfolio. Continue development and test of SO-p stand-off precision strike missiles including small cruise missiles (SCM) and launch capabilities for loitering munitions.

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 19% of project S800's FY2027 request and 4.3% of PE 1160431BB's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
