## Summary

This activity requests $10.5M in FY2027, 100% of project 67A011, up 4.7% on FY2026. The R-2A exhibit describes it across FY2026–FY2027, including what the FY2027 money is planned to buy.

## What the FY2027 request buys

**FY2027 planned work.** Continue supporting the SpOC field command to provide data-driven recommendations and solutions that drive assessment strategy development and analysis for contingency planned force structure for the USSF. The funds will also support space capability development and increase strategic responsiveness with quick-turn senior leader ops assessment. Specifically, funds will support: - Deploying campaign and mission area tools. - Integrating into major theater exercise and operations to provide SpOC/CC, C-FLDCOMS, and CCMDs with the status of space forces in near real-time. - Expand SAP/SAR standalone infrastructure to support fully articulated space effects in AFSIM (mission-level) and STORM (campaign-level) models. - Continuing SPAFORGEN assessment across 22 tactical units collecting, distilling, and analyzing after action reports and mission reports from committed ops crews. Analysis will inform sustainment and programming efforts across the mission areas. - Continue equipping Guardians in MD 2, DEL 9 and other SpOC units with analyses and tool development provided on tactically relevant timelines, enabling SpOC operators to execute their mission. These analyses and tools focus on Space Domain Awareness (SDA), including detecting, characterizing, attributing, predicting, and targeting activities in the space domain to inform decision making across Missile Warning (MW), Command and Control (C2), Space Control, Orbital Warfare (OW), and other mission areas. - Continue to ensure that our current and future Space Domain Awareness (SDA) systems are providing accurate data through evaluation of operational SDA sensors data and validation of SDA & C2 programs of record. - Provide interoperable astrodynamics software for the entire SDA enterprise via the Astrodynamic Standards (AstroStds). The AstroStds are a suite of verified and validated algorithms, designed to function like the operational Space Domain Awareness (SDA) algorithms used by Mission Delta 2 (SPADOC, ASW, CAVENet/SMP, & ATLAS) and built for easy integration with practically any programming language. The AstroStds libraries are currently released as no cost Government Off The Shelf (GOTS) products to qualified DOW contractors and U.S. Government users and support a wide variety of efforts, including: DARC (Deep Space Advanced Radar Capability), GEODSS (Ground-Based Electro-Optical Deep Space Surveillance), Space Fence, ISSA (Integrated Solutions for Situational Awareness), projects within AFRL (Air Force Research Laboratories), and many others. - Deliver SpOC/CC's automated SPAFORGEN Assessments Dashboard. - Initiate annual look-back analysis of Operational Capability/System Capability rates and impacts to mission. Correlate findings with relevant OPLANs to identify hidden risks and/or update relevant campaign analyses. - Develop rules-based automated decision support categories of impact of OPSCAP/SYSCAP statuses to mission risk/performance. - Enhance FY25 work on automated topic extraction to include sentiment analysis. Deliberately collect, categorize, and train model on human-derived sentiments for Defense Readiness Reporting System and end-of-commit crew survey responses. Post validation, apply sentiment analysis to various text-based responses to accelerate assessment-related activities. - Support senior leadership requests for operational analysis and assessments as needed.

**FY2026 to FY2027 change.** Increase due to inflation rate adjustment.

## Before the request year

**FY2026 plans — current year.** Continue supporting the SpOC field command to provide data-driven recommendations and solutions that drive assessment strategy development and analysis for contingency planned force structure for the USSF. As able, expand to include Delta 8 with remaining deltas to follow in subsequent years. - Execute min-cut analysis of Delta 4's network infrastructure to identify critical points of failure that may force or impact Continuity of Operation plans.
