Begins the first of five years to develop, integrate and establish five new unmanned, remotely operated Space Intelligence Enterprise sites in 4 AORs, called Orion's Belt. Each Orion's Belt site, one per year over the FYDP, establishes a minimum footprint of two small/medium-sized antennas, cutting edge processors, high-speed Radio Frequency (RF) data transport, a new RF over Internet Protocol (RFoIP) capability, integrated commonality with existing Space ISR Enterprise sites and infrastructure, and worldwide high-speed connectivity for all sites to enhance data sharing and collaboration. Begins Targeting Enhancements via Space Joint Munitions Effectiveness Manual (JMEM), Modeling, Simulation, and Applications Development: In response to the Military Target Committee's Action Item #24-10 "Space Advanced Target Development (ATD)”, FY27 funding will support "Defense of the Homeland” and "Prevailing in Conflict” priorities in the National Defense Strategy by developing methodologies and tools for conduction effective targeting in the space warfighting domain. Efforts will support advanced, physics-based Space systems modeling and simulation of red and blue capabilities, enabling effectiveness assessments to drive planning for and execution of space operations. Combat Forces Command (CFC) will leverage technical expertise across a variety of National Laboratories and DoW mission partners to generate data supporting the development of information, tools, and end-user applications for Space Force Intelligence and Operations personnel, and other users, to provide effectiveness assessments, enabling Combatant Commanders to make strategic and operational risk estimations corresponding to engagement decisions in the congested and contested pace warfighting domain. Continues development of small form-factor, easily transportable, technical intelligence data processor capable of processing two uniquely different types/formats of technical intelligence data in a single data processing system. This project will deliver enough systems in FY27 and FY28 to equip 72 ISRS's five UTCs. Continues modernization of digital architecture to fully enable automated intelligence collection and processing operations across multiple AORs to maximize collection and processing efficiency. Completes recapitalization and upgrades of analysis and production systems, network capabilities, and associated operating system, and initiates the expansion of this capability beyond 73 ISRS to all Delta 7 squadrons. Continues cybersecurity assessments and Risk Management Framework (RMF) documentation to sustain current and attain new Authority to Operate (ATO) approvals and certifications for mission systems and software applications. Continues funding for updates to analytic exploitation, vulnerability and susceptibility analysis, contributing to development of operational tactics, techniques, and procedures (TTPs). Completes efforts to conduct the Space Force's Intelligence Capabilities Based Assessment (CBA), including needs, gaps, solutions analysis, requirements development, and analysis of alternatives for fielding Space Intelligence capabilities, across multiple Field Commands and the National Space Intelligence Center.
FY 2027 funding increase due to: (1) Enhancing Architecture Upgrades and Integration efforts that modernize digital architecture to fully enable "Sun Synchronous" intelligence collection and processing operations across multiple AORs to maximize collection and processing efficiency; Complete recapitalization and upgrades of analysis and production systems, network capabilities, and associated operating systems, and initiates the expansion of this capability beyond 73 ISRS to all Delta 7 squadrons; (2) Beginning Orion's Belt 5-Site Expansion that begins the first of five years to develop, integrate and establish five new unmanned, remotely operated Space Intelligence Enterprise sites in 4 AORs; and (3) Beginning Targeting Enhancements via Space JMEM, Modeling, Simulation, and Applications Development to generate data supporting the development of information, tools, and end-user applications for Space Force Intelligence and Operations personnel.

Completes refurbishment of two large apertures to increase collection capacity and data veracity in support of INDOPACOM requirements. Continues prototype development of contractor "fly-off” winner for best small form-factor, easily transportable, technical intelligence data processors. This project will deliver two systems for 72 ISRS employment, using the latest hardware/software technology, digital processing, and automation. Continues full recapitalization of two technical intelligence processors to replace systems originally fielded in 2019 which are no longer functional. These two systems enable 72 ISRS to sustain its UTCs for satisfying requirements to deploy collection and processing systems to meet USSF and CCMD requirements. Continues full recapitalization of two fixed-site intelligence data processing systems to current Intelligence Community hardware/software baselines in order to accelerate the establishment of new unmanned, remotely-operated 73 ISRS Orion's Belt sites. Continues second year of three-year effort to modernize eight mid-sized apertures at OCONUS and CONUS locations.
