What the FY2027 request buys
Verbatim from the R-2A exhibit for project 646021 of PE 1203622SF. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.
(U) In Fiscal Year 2027 SWAC efforts will continue to address the three areas: Integration, Multi-Domain Sensing and Spectrum Warfare. SWAC Integration efforts will continue to develop Force Design guidance and integration of analytical plans. SWAC Integration will expand cost modeling capabilities to improve abilities to model new acquisition models and new space cost structures for emerging concepts without heritage. The Multi-Domain Sensing Program (MDSP) will develop and provide the authoritative space-based sensing force design guidance for the United States Space Force (USSF). MDSP will also provide Space architecture recommendations in support of homeland defense and develop sensing architectures in support of Golden Dome for America capabilities, complete capability enabling designs for Ground Moving Target Indicator (GMTI) and Air Moving Target Indicator (AMTI), update Missile Warning / Missile Tracking design based on 2035 threats, and develop recommendations for Space-based Environmental Monitoring. The Spectrum Warfare Program (SWP) will continue to evaluate the impacts to the space data network from nuclear attack, assess gaps in capability, and recommend changes/additions to service users who need capability into nuclear conflict. SWP will also synthesize and update existing recommendations for an optimized proliferated Low Earth Orbit (pLEO) Space Data network that integrates US government, commercial, and international partners into a unified DoW architecture facilitating the integration between various pLEO meshes such as PWSA and SDN Backbone. SWP will also perform analysis in support of Communications and PNT support to the Golden Dome for America Architecture.
FY27 funding increase due to workforce optimization.
FY2026: the year under way
Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.
(U) Fiscal Year 2026 enables the continuation of comprehensive Force Design analyses to assess future requirements informed by strategic guidance, threats, warfighter needs, and technology opportunities, tested through integrated modeling and analysis and experimentation and validated through physics-based, data-driven analysis. SWAC efforts address the following three areas: Integration, Multi-Domain Sensing and Spectrum Warfare. SWAC Integration efforts will establish USSF best practices for conducting the full scope of force design analysis (e.g., mission area, capability area, and capability enabling), ensure integration of SWAC analytical agendas and design recommendations, support and execute integrated analysis leveraging robust modeling and dynamic coding. SWAC Integration will produce cost analysis and modeling methodology for studies and implement and maintain support infrastructure and information Technology. The Multi-Domain Sensing Program (MDSP) will define options to incorporate multiple phenomenology sensing to address warfighters' needs to maintain custody of moving targets on the ground, at sea, and in the air. Additionally, MDSP will evaluate options for the space and ground missile warning architecture to best support deterrence and ensure the survivability and endurability of the architecture through all phases of conventional and nuclear conflict. The Spectrum Warfare Program (SWP) Space Data Network (SDN) effort will refine and deliver design recommendations for space-based broadband and narrowband transport to both terrestrial and space-to-space users, to include NC3 capabilities. The SWP Navigation Warfare effort will refine the near-term "Resilient GPS” reference architecture and expand to longer term recommendations about GPS 4 and other Position, Navigation, and Timing capabilities. Lastly, the SWP Ground Data Network effort will deliver recommendations on global terrestrial data transport, processing, and C2 that seamlessly interfaces with the SDN. Analyzing options to leverage commercial and international partners is a significant part of all SWP efforts.
Three years, and no five-year plan
An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.
| Fiscal Year | Estimate Type | Amount ($M) |
|---|---|---|
| FY2025 | Actual | 123.2 |
| FY2026 | Enacted | 124.4 |
| FY2027 | Request | 128.5 |
This activity is 100% of project 646021's FY2027 request and 100% of PE 1203622SF's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
