The Unified Data Library project (673941) supports integration, exploitation, and delivery of Space Domain Awareness (SDA) data sources for Command and Control (C2) and battle management of space forces. It focuses on enabling data sharing, establishing the data architecture required to aggregate multi-sensor data for broader use at different classification levels, transforming any-source data into normalized, usable information via data exploitation tools, followed by data hand off to Battle Management Command and Control mission systems to support actual space operations. The UDL will directly connect to dedicated USSF collateral, contributing and non-traditional sensors and systems with modernized interfaces and transport options to broadly expose data. The UDL will be the single source for accessing and managing all data in support of the USSF, providing a central location to find and access data, enabling superior analytics. This program may include necessary civilian pay expenses required to manage, execute, and deliver the weapon system capability. The use of such program funds would be in addition to the civilian pay expenses budgeted in program elements 1206392SF and 1206398SF.

### Unified Data Library (UDL)

**FY2027 planned work.** FY 2027 plans are under the new Data Transport and Networking Program (1203156SF).

**FY2026 plans — current year.** Upgrade the UDL Platform Architecture to boost ingestion, storage, and exposure of data to meet warfighter needs. In support of kill chain closure, the UDL has prioritized the following systems for ingestion into the UDL in FY 2026: Bounty Hunter, Deep Space Advanced Radar Capability (DARC), SILENTBARKER, Joint Commercial Operations, Ground-Based Electro-Optical Deep Space Surveillance (GEODSS), Space Surveillance Telescope, C-Band Space Surveillance Radar System, Geosynchronous Space Situational Awareness, and Eglin Radar. Continue to expand UDL infrastructure to maintain digital superiority, support an increased number of providers and consumers and operations across multiple security environments. Begin the development of the UDL Special Access Program (SAP) environment. Continue to incorporate commercial Space Domain Awareness (SDA) related data and information to close Space Surveillance Network collection gaps. Continue to expand cybersecurity efforts to include persistent red team analysis of the broader UDL architecture and ensure zero trust. Specific initiatives as prioritized by our operational sponsor will include improvements to UDL's Cross Domain Solutions, support of additional security markings upgrades to critical feed notifications for improved troubleshooting, and enhancements to Space System Command's Front Door to support faster data onboarding. Operationalize the API Gateway that provides translation services for native and legacy formats which will increase the number of data providers and consumers use/adoption of the UDL. Continue the direct connection to additional SSN and non-traditional SDA sensors with modernized interfaces and transport options replacing connections to legacy processing systems and networks, improving SDA data resiliency and decreasing enterprise latency. Continue to expand bi-directional data sharing capabilities between C2 Centers and SDA systems, implement bi-directional data sharing with coalition and allied partners focusing on FVEYs, and implement edge computing platform strategies to enhance the situational awareness necessary to operate in a congested space domain. As data ingress and egress grows, a portion of the funds will cover cloud-hosting costs, data service development, security, system administration, data onboarding, data as a service platform retention, processing, and normalization, cross domain solutions and integration of the legacy communications architecture with the UDL through translation services. Support the analysis of space warfighting data across the global space enterprise to include Space Force related exercises. In FY26, a sum total of 3.446M was erroneously programmed between the five projects in this program element. This includes Congressional marks of -5.353M for "Space Data Fusion previously funded” and -5.622M for "Space Domain Awareness mesh network insufficient justification” as well as Congressional adds for 3.0M "AI satellite health monitoring” and 7.50M for "Collaborative sensor network.” In the year of execution, funding will be realigned internally to properly represent the Congressional marks, adds and SBIR/STTR reductions in their correct projects. Project 673940, Space Data Fusion will be increased by 4.095M to total 57.162M; project 673941, Unified Data Library will be decreased by 0.703M to total 41.533M; Project 673942, JCO will be decreased by 0.438M to total 33.250M; and Project 67A018, Space Based Environmental Monitoring will be decreased by 0.052M to total 2.992M.
