Joint Commercial Operations (JCO) rapidly contributes across the full Find, Fix, Track, Target, Engage, and Assess (F2T2EA) kill chain by delivering near-persistent, low-latency commercial sensing, data fusion, and analysis at operational speed. Through a proliferated network of commercial optical, radar, and passive RF sensors, the JCO enables rapid detection, identification, and custody of targets across Orbital Warfare and Electronic Warfare mission sets. JCO-generated state vectors, covariances, and pattern-of-life analysis directly support targeting decisions and engagement planning while significantly compressing decision timelines compared to legacy architectures. During engagement and assessment, JCO capabilities provide combat identification support, maneuver and behavior change detection, and battle damage assessment through optical, radar, and RF monitoring. The Commercial Integration Cell (CIC) integrates prominent US industry partners such as SpaceX within the Combined Space Operations Center (CSpOC). It focuses on capabilities & TS/SCI threat sharing, day-to-day operations & crisis action planning from competition through conflict, responsive communication & information sharing - increasing transparency and shared understanding & unity of effort. CIC is key in ensuring mission impact mitigation; thereby, addressing friction within the geopolitical landscape by maintaining close relationships with partners. CIC improves information sharing and collaboration in the operational domain, between entities providing space related services to the US Government and ultimately reduce risk to Combatant Command missions.

### Commercial Integration Cell (CIC) — NEW START

**FY2027 planned work.** Begin fully efficient operational use of CIC among partners in multiple mission areas (SDA, SATCOM, PNT, MW/MD, Cyber). Develop day-to-day and contingency plans and orders integration. Mitigate mission risk mitigation through 24/7 CIC operations coverage, increase mission specific and domain specific commercial expertise, and provide additional real-time intelligence and information sharing to partners. Increase Tier 1 exercise and wargame participation with partners. Expand commercial integration into vulnerable mission areas to increase resiliency and begin to decrease risk. Rapidly respond to implement system resiliency and situational awareness necessary to operate in the contested space domain. Activities may include, but are not limited to program office support, studies, technical analysis, experimentation, risk reduction, prototyping, and activities that may leverage commercial, U.S. Government partnership, and international opportunities to respond to existing and emerging adversarial threats with speed and agility.
