## What the FY2027 request buys

**FY2027 planned work.** FY27 funding advances space domain awareness (SDA) in low Earth orbit through operational integration of SpaceWATCH LEO data and expansion of sensing architectures, improving object custody, correlation, and detection of maneuver and non-cooperative behaviors in increasingly congested environments. Investments expand proliferated, multi-modal space-based sensing, including enhanced capability for tracking and detection in the Earth's shadow (dark side), enabling persistent, all-condition global coverage and reducing reliance on geographically constrained ground systems. Commercial Capability Integration initiatives are integrated into operation floors to deliver responsive, on-demand operational support through improved tasking agility and significantly reduce collection-to-dissemination timelines. Expanded commercial partnerships accelerate capability delivery, increase resilience, and strengthen the space industrial base through incorporation of emerging sensing and data solutions. Concurrently, integration of artificial intelligence and machine learning (AI/ML) automates data processing, improves multi-source fusion, and enables advanced analytics for anomaly detection and predictive characterization of object behavior. Collectively, these efforts improve decision speed, scalability, and operational effectiveness, ensuring continued advantage in all contested and dynamic space domains. Rapidly respond to implement system resiliency and situational awareness necessary to operate in the contested space domain. Activities may include, but are not limited to program office support, studies, technical analysis, experimentation, risk reduction, prototyping, and activities that may leverage commercial, U.S. Government partnership, and international opportunities to respond to existing and emerging adversarial threats with speed and agility.

**FY2026 to FY2027 change.** The FY27 budget increase reflects a required shift from limited, prototyping commercial capabilities to operational, scalable, tested commercial capabilities; thereby, address accelerating adversary activity and persistent coverage gaps in LEO, including the Earth's shadow. Moreover, FY 2027 funding enables rapid integration of SpaceWATCH data, expansion of proliferated space-based sensing, and growth and stability of Commercial Capability Integration initiatives to close a critical gap in responsive, on-demand space-based operational support, directly meeting Combatant Command requirements for timely, fully releasable, and decision-quality operational planning products.

## Before the request year

**FY2026 plans — current year.** JCO will sustain persistent and rapid SDA coverage in support of both Protect & Defend and broader SDA mission areas, in direct alignment with National Defense Strategy imperatives to deter aggression and compete in a contested space environment. Key efforts include: Continued operational integration of SpaceWATCH LEO data to enhance tracking and maneuver detection in low Earth orbit; EMI detection and geolocation for PNT assurance; improvements to architecture and system efficiency; strengthened cybersecurity and secure cloud migration; expansion of AI/ML-enabled SDA operations; increased use of agile software development, delivery, and integration. Rapidly respond to implement system resiliency and situational awareness necessary to operate in the contested space domain. Activities may include, but are not limited to program office support, studies, technical analysis, experimentation, risk reduction, prototyping, and activities that may leverage commercial, U.S. Government partnership, and international opportunities to respond to existing and emerging adversarial threats with speed and agility. These initiatives directly support Department of War reform goals to speed capability delivery, leverage private sector innovation, and ensure a defendable, mission-ready space architecture. In FY26, a sum total of 3.446M was erroneously programmed between the five projects in this program element. This includes Congressional marks of -5.353M for "Space Data Fusion previously funded” and -5.622M for "Space Domain Awareness mesh network insufficient justification” as well as Congressional adds for 3.0M "AI satellite health monitoring” and 7.50M for "Collaborative sensor network.” In the year of execution, funding will be realigned internally to properly represent the Congressional marks, adds and SBIR/STTR reductions in their correct projects. Project 673940, Space Data Fusion will be increased by 4.095M to total 57.162M; project 673941, Unified Data Library will be decreased by 0.703M to total 41.533M; Project 673942, JCO will be decreased by 0.438M to total 33.250M; and Project 67A018, Space Based Environmental Monitoring will be decreased by 0.052M to total 2.992M.
