## What the FY2027 request buys

**FY2027 planned work.** Continues delivering software capabilities that align with the DoW CIO's Implementation Plan. EM&C's new Integrator continues integrating EM&C applications with JMT, WGS, and other ESC-MC applications. The AFWERX IDIQ vendor continues developing the remaining two software capability areas, in alignment with the SW-ICD, through FY27. The two production OTAs continue operationalizing the ten prototype capabilities developed under the original SpEC OTAs. EM&C will continue integrating with the PTES and PTS Family of Systems, as well as the DISA Joint Management Tool. The AI vendor continues developing those software capabilities. Program aims to achieve initial operationalization of all software capabilities in FY27. Rapidly respond to implement system resiliency and situational awareness necessary to operate in the contested space domain. Activities may include, but are not limited to program office support, studies, technical analysis, experimentation, risk reduction, prototyping, and activities that may leverage commercial, U.S. Government partnership, and international opportunities to respond to existing and emerging adversarial threats with speed and agility.

**FY2026 to FY2027 change.** Increase is due to prime contractor pre-negotiated option year costs for Commander services and Fuse SA.

## Before the request year

**FY2026 plans — current year.** Continues to deliver software capabilities that align with the strategic vision of the DoW Chief Information Officer's (CIO) Implementation Plan. Through the DISA Encore III contract, EM&C ordered effort to obtain a team of System Engineers. EM&C will integrate its applications to the Joint Management Tool (JMT) and WGS planning system, along with other applications in the ESC-MC ecosystem. Additionally, new software developers were awarded on the AFWERX IDIQ to develop the remaining two capability areas in the Software Initial Capabilities Document (SW-ICD), and these efforts extend through FY26. The two production OTA contracts awarded continue to operationalize the ten prototype capabilities developed under the original SpEC OTAs. EM&C transitions from the Planning Phase to the Execution Phase. EM&C will serve as the Program Office for PTES and the PTS Family of Systems. Lastly, EM&C will award a task order on an IDIQ for a vendor to specifically develop Artificial Intelligence software (AI) capabilities. Rapidly respond to implement system resiliency and situational awareness necessary to operate in the contested space domain. Activities may include, but are not limited to program office support, studies, technical analysis, experimentation, risk reduction, prototyping, and activities that may leverage commercial, U.S. Government partnership, and international opportunities to respond to existing and emerging adversarial threats with speed and agility.
