### Project 644441 — Operational Test & Training Infrastructure

SYD 81 is developing, operating and sustaining Operational Test & Training Infrastructure (OTTI) (Project 64441) for Guardians to improve test and training across the following mission areas: Combat Power, Missile Warning & Tracking, Space Domain Awareness, Launch, Position Navigation and Timing, Satellite Communications, Weather, Science & Technology and Test & Evaluation. As a result, the Service will improve readiness and operational reach of existing force structure through the resilient Infrastructure, equipment, and personnel training. This program continues funding United States Space Force (USSF) OTTI as the service-level effort to test, train, and build combat credibility for National Security Space weapon systems and joint force space capabilities. OTTI is primarily a portfolio of systems being developed with intended delivery to the National Space Test and Training Complex (NSTTC) under the command of Space Training & Readiness Command (STARCOM). OTTI has 4 lines of effort (LOEs): the Physical/Live Test and Training Range LOE, the Digital Test & Training Range LOE, a Test & Training Infrastructure LOE that supports the first two LOEs, and a Space Force Operational Readiness LOE focused on operation and sustainment of delivered systems. These efforts encompass the acquisition, development, integration, and sustainment activities to test and evaluate the performance of Department of War (DoW) space systems; train space operators for combat operations in, from, and through space; and develop and validate the tactics, techniques and procedures to support combat operations. This program falls within the Science & Technology (S&T) and Test & Evaluation (T&E) mission area which provides for the validation of combat credibility for Combat Power space systems and the validation of Tactics, Techniques, and Procedures (TTPs) for space superiority. In addition, the program develops advanced training systems and networks to improve the readiness of all mission area combat units.

## Mission & acquisition strategy

As a result, the Service will improve readiness and operational reach of existing force structure through the resilient Infrastructure, equipment, and personnel training.

FY2026 and FY2027 activities are executed via existing contracts and Interagency Agreements. Contracts are both competitively awarded and sole sourced (in accordance with Small Business Innovative Research Policy Directive, May 2023). These contracts and Interagency Agreements allow for immediate execution of all FY2026 and FY2027 funds with minimal contracting actions required to ensure continuity of effort across the Fiscal Years.
