What the FY2027 request buys
Verbatim from the R-2A exhibit for project 644441 of PE 1206617SF. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.
- Continue investments in Cyber, Electromagnetic, and Orbital ranges to improve: infrastructure; hardware; software; integrated data transport; Command, Control and Communications; sensors, surrogates, and other existing capabilities - Continue evolving fielded Electromagnetic Warfare (EW) digital training modeling & simulation (M&S) capabilities environment - Continue developing and maturing digital High-End Advanced Test, Training, and Tactics Development (HEAT3) capabilities for Joint Simulation Environment (JSE)-based digital test and training architecture - Continue development of advanced combat training capabilities, including tools and applications for training, exercises and wargames - Continue enhancing digital range capabilities via Commercial Solutions Openings (CSOs) and deliver capabilities to enhance, extend, and scale existing fielded distributed training capabilities and associated tools - Continue coordination and provisioning of near-term training and tactics solutions - Continue buildout of Integration Accelerator collaboration capability - Continue maintenance, sustainment, and tech refresh of current test capabilities - Continue distributed training capability development via Indefinite Delivery/Indefinite Quantity (IDIQ) vendor pool to extend distributed training capabilities to additional operational units at their home stations - Continue to modify and integrate mission simulator software into the synthetic space environment to expand multi-mission training and exercise capability - Continue software development and releases of Artificial Intelligence to augment aggressors in support of training and exercises - Develop and/or modify red threat models and related training systems per operational priorities and evolving/emerging threats - Continue development of distributed enterprise cloud and data management solution
In FY 2027 this PE and program were created to consolidate Operational Test & Training Infrastructure (OTTI) funding previously contained in PE 1206759SF, project 664598 (National Space Test & Training Complex - NSTTC) and PE 1203174SF, project 674671 (Enterprise Training Services Development - ETSD). Prior year funding and justification narratives remain under those program (PE) justification materials.
FY2026: the year under way
Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

Three years, and no five-year plan
An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.
| Fiscal Year | Estimate Type | Amount ($M) |
|---|---|---|
| FY2025 | Actual | 0.0 |
| FY2026 | Enacted | 0.0 |
| FY2027 | Request | 265.2 |
This activity is 100% of project 644441's FY2027 request and 100% of PE 1206617SF's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
