## What the FY2027 request buys

**FY2027 planned work.** In Fiscal Year 2027, SSDP will maintain its commitment to: 1. Understand the adversaries' evolving kill-chains; 2. Expand and deepen knowledge of state-of the-art space-related technologies; and 3. Perform work with strategic purpose, rigor and conviction. As an integral part of the National Security Space (NSS) community, SSDP will continue to uphold the most successful and time-tested methods to yield meaningful and actionable results for its stakeholders. These solutions will inform policy, budget, architecture, technical requirements, and TTPs to afford the U.S. and our allies' freedom of access and use of space while denying the same for our adversaries. SSDP will ensure a rapid response to OSW, USSTRATCOM, and SECAF critical priorities and stated objectives for multi-domain effects analytical capabilities/results via increased investments to both accelerate and expand the program's integrated analytics environment and institute an ongoing capability to provide integrated solutions across all domains, to include multi-domain analytical frameworks, fully contextualized force designs, cost-optimized architectures, and actionable non-materiel recommendations for enhancing CONOPS, TTPs and National policies. These efforts constitute a foundational element of the DoW's effectivity and efficiency across a broad range of significant investments and architectures. SSDP's four analytical priorities for FY 2027 focus on the following: 1) Initiate an Integrated Space and Multi-Domain Warfare Architecture, 2) Ensuring capacity of Space Domain Awareness network to support space kill chains, combat identification, surveillance, and reconnaissance, 3) Representing ODNI equities, capabilities, and synchronization in analytics, and 4) Including joint force equities, capabilities, and synchronization in analytics. Specifically, SSDP will deliver an integrated, holistic architecture which defines a contextualized, realizable Objective Force architecture, implemented in models which can be used across tools. SSDP will complete the first Threat Environment Force Design. SSDP will identify and focus on clear target decisions, stakeholders, and transition partners, in an effort, to identify what, who, and how we are attempting influence with our analytic products. SSDP will continue to evolve the offensive and defensive Force Design, with specific consideration of the defense framework for the NSS enterprise. SSDP will define synchronized efforts in electromagnetic warfare and multi-domain effects. SSDP efforts will baseline common scenario(s) and assumptions to ensure traceable analytic results across the recommended architecture. SSDP will define a timeline of expected capability and identify and advocate for transitions. In FY 2027, SSDP will define and advocate for optimized architectures across the DoW and ODNI, focusing on NSS Protect and Defend, Space Control, Electromagnetic Warfare, and Multi-Domain Integration. Within the full context of SSDP's analytical priorities, SSDP will also perform as the USSF's designated agent to perform analyses, conduct research, model potential solutions, and deliver USSF recommendations to OSW and JS in support of the ABII Program. For FY27 this will include comprehensive evaluations and analysis of current USSF program of record (PORs) and emerging technology investments, along with providing data-driven recommendations on experimentation efforts that explore new technology concepts; including analytic validations of concept feasibility and performance predictions. It is through such steadfast commitment that SSDP efforts will ensure opportunities for the U.S. to engage our adversaries in any domain, at the time and location of our choosing, and in manners consistent with National Defense Strategy and National Strategy for Space objectives.

**FY2026 to FY2027 change.** The FY 2027 increase funds a multi-domain effects analytical capability as directed to SSDP by USSTRATCOM and DoW. It represents a critical component of the Department's priority to address its requirement for an in-depth, integrated mod/sim analytics environment to deliver options and solutions related to multi-domain effects; leaning on SSDP to build/provide a more comprehensive capability for providing integrated, validated and actionable solutions across all domains.

## Before the request year

**FY2026 plans — current year.** Fiscal Year 2026 provides yet another year of continuous organizational change, growth, and challenges. As an integral part of the National Security Space (NSS) community, SSDP adapts to the changing environment to provide our stakeholders relevant, data-informed, and rigorously evaluated solutions for space superiority. SSDPS's four analytical priorities for FY26 focus on the following: Ensuring Resilience of Near-term and Future Space and Space-enabled Missions; Space Control and Multi-Domain Force Designs; Space Control Force Development; and Space and the Cross-Domain Fight. In support of the first analytic priority, SSDP will continue to focus on the resiliency of next-generation space missions and support to our stakeholder's development of Government Reference Architectures. Keeping pace with and getting ahead of adversary advances is a critical component of Space Control and Multi-Domain Force Design analysis and recommendations. SSDP Space Control Force Development provides support to our partners while ensuring system readiness and effectivity. Finally, understanding the impact of space to the cross-domain fight for both the US and our adversaries is an increasingly important aspect of SSDP's Space and the Cross-Domain Fight responsibilities. Our integrated modeling and analysis efforts continue to validate force design and joint service architecture recommendations (such as Assault Breaker II and other kill chain analyses efforts). It is through such steadfast commitment that SSDP efforts will ensure opportunities for the U.S. to engage our adversaries in any domain, at the time and location of our choosing, and in manners consistent with National Defense Strategy and National Strategy for Space objectives.
