What the FY2027 request buys

In FY 2027, funding will be used to finalize assembly, integration and testing of the two maneuverable, prepositioned SDA TacRS missions, VICTUS SURGO and VICTUS SALO. In addition, funding will be used to support follow-on SDA operational missions requiring both rapid launch and maneuverable, prepositioned capabilities. FY 2027 funding will enhance navigation payloads allowing for improved on-orbit positional information for space characterization of resident space objects, operationalize prepositioned capabilities, and establish the rapid reaction force structure of having one space vehicle in production and one completed space vehicle and launch vehicle on hand ready for mission call up to execute rapid launch.
The increase in FY 2026 to FY 2027 funding is due to establishing the rapid launch cadence of having a space vehicle completed and ready for launch while another space vehicle is being built.
FY2026: the year under way

Support the development, readiness, launch, and operations for the VICTUS HAZE, VICTUS SOL and other VICTUS missions. The two maneuverable, prepositioned Space Domain Awareness (SDA) missions, VICTUS SURGO and VICTUS SALO, will begin integration and testing in the second half of FY 2026. Support range efforts and ground infrastructure developments that will provide necessary equipment, software, procedures and personnel to enable and support future TacRS missions. Continue acquisition of future operational missions that require both rapid launch capabilities and maneuverable, prepositioned capabilities. Support concept and capability development that enables the rapid use of commercial capabilities. Continue to evolve new tactically responsive space capabilities that include launch, satellites, control systems, and concept of operations using emerging and extant commercial launch and satellite providers while leveraging U.S. Government partnerships, and international opportunities to respond to existing and emerging adversarial threats with speed and agility. Rapidly respond to implement system resiliency and situational awareness necessary to operate in the contested space domain. Activities may include, but are not limited to, program office support, studies, technical analysis, experimentation, risk reduction, prototyping, and activities that may leverage commercial, U.S. Government partnership, and international opportunities to respond to existing and emerging adversarial threats with speed and agility.
