What the FY2027 request buys

Verbatim from the R-2A exhibit for project 676760 of PE 1208053SF. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

Begin upgrade of the current JTAGS infrastructure. These upgrades both increase today's JTAGS site resiliency against jamming and cyber threats above and beyond Block II compliance activities, and lay the foundation for future capabilities such as next gen/ Resilient MWT Medium Earth Orbit (MEO) sensor processing, SMW mission failover from Mission Control Station( MCS), and cross-command TMW. The projects increase data pub/sub between JTAGS and RTS, begin replacement of SAGE with FORGE, and begin upgrade of the JTAGS DDL comms architecture. Additional upgrades include beginning connection of JTAGS sites to SMW- supporting Ground Entry Point (GEP) infrastructure (Relay Ground Stations (RGS) for Space Based Infrared System/Next Gen Geosynchronous (SBIRS/NGG), Medium Earth Orbit (MEO) GEPs), beginning upgrade of JTAGS front-end processing hardware to ingest data from new sources, and beginning integration of new back-end comms to push SMW messages to strategic users. Also, begin the mesh network connectivity between MCS, JTAGS, and existing GEP infrastructure to ensure high availability of SMW mission data at OCONUS failover locations.

FY2026 to FY2027 change

FY 2027 increase due to new start Resilient Ground Architecture efforts beginning in FY 2027 Note that Resilient Ground Architecture funding is split between PE 1208053SF and PE 1206440SF.

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 93% of project 676760's FY2027 request and 93% of PE 1208053SF's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
