### Project 68A035 — SSA/BMC2

Mission Delta 2 (MD2) 2nd Sustainment Squadron is maintaining, sustaining, developing, and modernizing SDA for Guardians across MD2, USSF and other users. As a result, the Service will deliver SDA capabilities, improve readiness and operational reach of the existing force structure, and integrate Allies, partners, and commercial space to USSF units. Space Domain Awareness (SDA)/Planning/Tasking functions support the United States Space Force (USSF) and U.S. Indo-Pacific Command (USINDOPACOM). Capabilities will initially be delivered to USSF Combat Forces Command (CFC) and U.S. Space Forces - Space (S4S). The SDA/Planning/Tasking software program provides a collaborative environment that will enhance and modernize SDA and Battle Management Command and Control (BMC2) capabilities; create decision-relevant views of the space and multi-domain environment; rapidly detect, track, and characterize objects of interest; identify/exploit traditional and non-traditional sources; perform space threat analysis; and enable efficient distribution of data across the Space Surveillance Network (SSN). The program maintains enterprise infrastructure, platform, and data services, and develops mission applications to enable responsive, resilient operational-level SDA/Planning/Tasking capabilities for Mission Delta 2 (MD 2), the National Space Defense Center (NSDC), Combined Space Operations Center (CSpOC), and other Command and Control (C2) centers. Employing an agile-based Rapid Delivery Framework (RDF) with a 90-day Program Increment (PI) construct, fosters a collaborative and integrated environment for the community to effectively plan and deliver C2 capabilities. The enterprise-wide system provides a common government infrastructure and processes to allow C2 capabilities at USSF operational Deltas to rapidly address the evolving and dynamic threat. The program also identifies shared/common platform, infrastructure, and data layer solutions to support open frameworks and architectures across the enterprise ground portfolio. Funding includes technical studies, development, experimentation, integration, and related support costs.

### Project 681018 — Software & Digital Technology Pilot Program

This is not a new start. Funding was transferred from the Space Domain Awareness (SDA) C2 in Project 68A035 of this Program Element to the Kronos Project 681018 and substantially enhanced for a total of 260.441 million in FY 2027 to expand development of Battle Management and C2 scope previously in SDA. This is consistent with the direction and intent of the Under Secretary of War for Acquisition and Sustainment in splitting the Space Domain Awareness (SDA) and BMC2 programs out of the Space C2 program as documented in a 12 May 2025 Acquisition Decision Memorandum. The Kronos program (Project 681018) is developing the U.S. Space Force's modern software suite for space operations command and control (C2), battle management, and space intelligence integration. It replaces legacy tools with a modular, data-driven, and integrated family of systems that helps operators plan, task, deconflict, execute, and assess space operations in a contested and dynamic environment. Kronos provides capabilities across the BMC2 family of systems to exercise the authority and direction by a commander over assigned/attached forces to accomplish the mission. The four major activities include: planning, preparing, executing, and assessing. Continuing efforts support Space Planning by matching combat resources to effects to improve the ability to synthesize guidance, effects, and priorities with available resources to plan, generate, coordinate and execute combined fires between operational and tactical units. Lastly, these capabilities enable decision advantage for joint and coalition forces by integrating space intelligence throughout BMC2 processes to enable space superiority. This is the USSF BMC2 program that directly supports the Department of the Air Force (DAF) Portfolio Acquisition Executive (PAE) for Command, Control, Communications and Battle Management (C3BM) to enable joint all-domain operations. Space Systems Command (SSC) System Delta (SYD) 85 and the Kronos Program Office are continuing to develop the Kronos Family of Systems for Guardians across Warfighting, Operational Command, and Combat Support units. As a result, the Service will improve battle management of all weapon systems and adjust force structure as required.

## Mission & acquisition strategy

This program falls within the Space Domain Awareness (SDA) mission area which provides the space-based and ground-based architecture required to detect, track, catalogue, and identify objects and activities in the space domain. As the foundation for space control, SDA encompasses surveillance of all space objects and activities; detailed surveillance of specific space assets; monitoring space environmental conditions; monitoring cooperative space assets; gathering indications and warning on adversary space operations; and conducting integrated command, control, communications, processing, analysis, dissemination, and archiving activities.

The Battle Management and Command and Control software program is employing agile software development practices in the Software Acquisition Pathway (SWP) Planning Phase effective May 2025, in accordance with direction from the Undersecretary of War for Acquisition and Sustainment, with plans to enter the Execution Phase in FY 2026. The program adheres to multiple Capability Needs Statements as well as a Software Initial Capabilities Document. BMC2 maintains cradle-to-grave research, development, and operational support for software baselines predominantly using agile software development methods, as software development is continuous and never enters a discrete sustainment phase.
