What the FY2027 request buys
Verbatim from the R-2A exhibit for project 3097 of PE 0101221N. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.
- Transition to Phase 3 Development Work with DOE CDR. - Complete RB design maturation and AF&F development cycle one builds with continuing requirements development and systems evaluation testing. - Execute Follow-on Commander's Evaluation Test (FCET)-9 program including systems evaluation testing and component level design documents. - Manufacture components for Product Realization Teams (PRTs) including Application-Specific Integrated Circuit (ASIC) development, qualification on legacy components. - Execute Initial Development Builds at Kansas City National Security Campus (KCNSC) and develop tester designs, tooling, and fixtures while procuring raw materials and Commercial off the Shelf (COTS) hardware. - Procure Mod11 parts and ASIC tester equipment to establish testing and repair capability. - Support NNSA Conceptual Design Reviews and Baseline Design Reviews for subcomponents. - Complete assembly of Development Warhead Flight (DWF-1) body for second developmental flight and begin DWF-1 data analysis following FCET-9 - Complete assembly of MK7 second DOW flight test body, (DEV-3), and begin DEV-3 analysis following FCET-9 - Complete assembly of MK7 flight test bodies DEV-4, DWF-2, and DWF-3 in FY27 for FCET-10 in early FY 2028
The requested $124.756 million funding increase is required for the transition from Phase 2A technology maturation to Phase 3 full-scale engineering development. This funding will support Product Realization Team component manufacturing and Initial Development Builds at the Kansas City National Security Campus, which requires specialized tooling, fixtures, and the procurement of long-lead items like Mod11 parts and ASIC testers. A primary effort involves the assembly of multiple flight test bodies (DWF and DEV series) for the FCET-9 and FCET-10 developmental flight tests, along with the subsequent data analysis in collaboration with DOE labs. The increased funding also supports the mature design development of future flight test units. Additional details are held at a higher classification level.
FY2026: the year under way
Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.
- Continue to mature technologies and down select where needed for entry into future Phase 3. - Finalize and deliver the comprehensive WDCR, providing a definitive baseline for the projected costs associated with the W93/Mk7 system. - Continue design and assembly efforts for Development Warhead Flight-0 (DWF-0) test body in FY 2026. - Provide detailed cost breakdowns for A&F system engineering and integration activities that clearly delineate Navy funded scope. - Conduct the DOE System Requirements Review (SRR) and Conceptual Design Review (CDR) in FY 2026.
Three years, and no five-year plan
An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.
| Fiscal Year | Estimate Type | Amount ($M) |
|---|---|---|
| FY2025 | Actual | 96.9 |
| FY2026 | Enacted | 154.9 |
| FY2027 | Request | 279.7 |
This activity is 33% of project 3097's FY2027 request and 27% of PE 0101221N's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
