Defense Operations Security Initiative
DOSI establishes and leads the Department's next-generation OPSEC capability development and affiliated investment strategy. Investments support DoW's current and emerging OPSEC capability gaps, including countering advances in non-U.S. ISR capabilities and denying the understanding of U.S. capability, capacity, readiness, and critical technology and information from adversaries. These investments spur Department innovation and preserve U.S. technology superiority. DOSI analyses and engineering activities lead the community's ability to sustain and maximize technology advantages as they are transitioned to Service and Agency programs for sustainment, maintenance, and capacity programming. Results of tests and evaluations enable the community to identify OPSEC measure and countermeasure effectiveness in current and emerging operational environments.
FY2026 to FY2027 change In FY2027, the Defense Operations Security program funding was realigned under General Support to OUSW(I&S) RDT&E portfolio, to better align resources and programs.
FY2026 plans — current year - Leverage the Applied Research Laboratory for Intelligence & Security (ARLIS) to conduct analysis of foreign ISR capabilities, develop risk mitigation measures, and support the proliferation of coordinated OPSEC measures. - Support Research and Development efforts of cutting-edge DoW Intelligence Community Programs of Record and Science and Technology efforts by identifying and assessing adversary threats, proposing mitigation measures, and developing an information system that facilitates OPSEC monitoring. - Continue to oversee research, development, and testing on next-generation capabilities that counter foreign ISR capabilities and deny adversaries' understanding of U.S. capability…
FY2025 accomplishments - Oversee RDT&E on next-generation capabilities that counter foreign ISR capabilities and deny adversaries' understanding of U.S. capability, capacity, and readiness. - Oversee research, development, prototyping and testing on capabilities or processes that better enable the OPSEC community practitioners. - Provide oversight and advocacy for transitioning previously developed capabilities into formalized program offices and program executive offices across DoD Components. - Participate in Defense RDT&E processes to advance basic and applied research, science and technology, and technology development and testing to elevate OPSEC capability and capacity across the Department.
